Benedictow's findings made it clear that the true mortality rate was far higher than had been previously thought. Kuehn shows, this was the United States' first modern general staff in peacetime, as well as the nexus for naval thought and strategic thinking. The Board's creation reflected the reformist spirit of the era that also gave birth to the Army War College, the Army General Staff, and the Chief of Naval Operations. As such, the General Board and its mission also reflected an attempt to reconcile the primacy of civilian control of the military with an increasing need for more formal military and naval planning establishments, processes, and methods. Thus the General Board's very name reflected the idea shared by both corporate America and naval tradition that challenges and problems could be met with special, temporary organizational bodies. By the 1920s the General Board had become a permanent feature of the Navy and was regarded as the premier strategic "think tank" for advice to the Secretary of the Navy. Evolving over the course of its existence, the Board developed into a bona fide institutional component atop the service's hierarchy. Kuehn highlights how this small body, wielding immense influence over the span of its organizational life, was an innovative, progressive, and productive force for the security of the United States in peace and for naval success in war. The service of the men comprising the Board is little known, but their collaborative ethos should serve as a model for their modern counterparts. Kuehn's organizational history of the General Board provides context on the complexities and turbulence involved in building the modern Navy that transitioned over time from coal and sail to nuclear-powered warships. The author identifies seven major systems of migrant labour: the North Sea System (mainly Westphalian workers heading for the German and Dutch North Sea Coast and Walloon/French workers bound for the Belgian and Zeeland coasts); the area between London and the Humber; the Paris Basin; Provence, Languedoc and Catalonia; Castile; Piedmont; and central Italy with Corsica. A detailed study of the first of these systems, tracing its development and changes, is brought into a synchronic relation with data for the other regions. The evidence shows major waves of immigration in the seventeenth century, and a rapid diminution of migratory labour to the North Sea in the last quarter of the nineteenth century, a time when new ‘pull areas’ were created by the expanding industrial complexes of Germany and labour began to come in from areas outside Europe.

Book excerpt: This book is a critique of Cambridge School Historical Contextualism as the currently dominant mode of history of political thought, drawing upon Michael Oakeshott’s analysis of the logic of historical enquiry. While acknowledging that the early Cambridge School work represented a considerable advance towards genuinely historical histories of political thought, this work identifies two major historiographical problems that have become increasingly acute. The first is general: an insufficiently rigorous understanding of the key concept of "pastness" necessarily presupposed in historical enquiry of all kinds. The second is specific to histories of political thought: a failure to do justice to the varieties of past political thinking, especially differences between ideology and philosophy. In addressing these problems, the author offers a comprehensive account of the history of political thought that establishes the parameters not just of histories of ideological thinking but also of the much disputed character of histories of political philosophy. Since rethinking history of political thought in Oakeshottian terms requires resisting current pressures to turn history into the servant of currently felt needs, the book offers a sustained defence of the cultural value of modernist historical enquiry against its opponents. An important work for political theorists, historians of political thought and those researching intellectual history, the philosophy of history and proposed new directions in contemporary historical studies.

Characteristics often attributed to the drone—including machine-like control, enmity and remoteness—are achieved by displacements between humans and machines that shape a mediated theater of war. Rather than primarily treating the drone as a result of the war on terror, this book examines contemporary targeted killing through a series of failed experiments to develop unmanned flight in the twentieth century. The human, machine and media parts of drone aircraft are organized to make an ostensibly not human framework for war that disavows its political underpinnings as technological advance. These experiments are tied to histories of global control, cybernetics, racism and colonialism. Drone crashes and failures call attention to the significance of human action in making technopolitics that comes to be opposed to “man” and the paradoxes at their basis.
