We propose to discuss the bill as a practical measure in this brief, assuming for that purpose, but for that purpose only, that Congress may, under its power to regulate the mails and the interstate business of telegraph and telephone companies, compel the Stock Exchange, within some defined limits, to observe certain requirements as a condition to the transmission of its quotations through the mails and by telegraph or telephone. To justify such a bill it should appear that there is a definite evil to cure, and that the bill is an appropriate and efficacious remedy.
