Taylor served as Assistant Dean for the College of Professional Studies (and was later named Acting Dean). Taylor retired from the University of the District of Columbia after thirty-one years of service. Taylor is still active in his community and religious community, serving as President of the Nauck Civic Association and as Chairman of the Deacon's Ministry at the Macedonia Baptist Church, among many others. Taylor and his wife, Delores, a retired D.C. Public Schools teacher, have two children, three grandsons, and two great-granddaughters. He hopes that Nauck/Green Valley: Past and Present will become a living document that will be continuously supplemented as future generations of "Nauckians" make their contributions to society.

In the early twentieth century, many urban reformers claimed these structures would make city government more responsive to the popular will. But on the whole, the effects of these reforms have been to make citizens less likely to vote in local elections and local governments less representative of their constituents. How and why did this happen? Ariane Liazos examines the urban reform movement that swept through the country in the early twentieth century and its unintended consequences. Reformers hoped to make cities simultaneously more efficient and more democratic, broadening the scope of what local government should do for residents while also reconsidering how citizens should participate in their governance. However, they increasingly focused on efficiency, appealing to business groups and compromising to avoid controversial and divisive topics, including the voting rights of African Americans and women. Liazos weaves together wide-ranging nationwide analysis with in-depth case studies. She offers nuanced accounts of reform in five cities; details the activities of the National Municipal League, made up of prominent national reformers and political scientists; and analyzes quantitative data on changes in the structures of government in over three hundred cities. On one side, a union leader and veteran black woman educator drew upon organizing strategies from black and Latinx communities to demand increased school resources. On the other side, the mayor, backed by the Obama administration, argued that only corporate-style education reform could set the struggling school system aright. The stark differences in positions resonated nationally, challenging the long-standing alliance between teachers' unions and the Democratic Party. Elizabeth Todd-Breland recovers the hidden history underlying this battle. She tells the story of black education reformers' community-based strategies to improve education beginning during the 1960s, as support for desegregation transformed into community control, experimental schooling models that pre-dated charter schools, and black teachers' challenges to a newly assertive teachers' union. This book reveals how these strategies collided with the burgeoning neoliberal educational apparatus during the late twentieth century, laying bare ruptures and enduring tensions between the politics of black achievement, urban inequality, and U.S. democracy.
