I was simply enthralled by Joel Hagen's brilliance in reviewing the emergence of the discipline of ecosystem ecology (the study of biotic-abiotic interaction and nutrient flows in ecological systems). He does a magnificent job of introducing the personalities that midwived the new science. He explains their intellectual struggles, philosophical cross-currents, and different academic milieux. He also expertly illuminates sociopolitical context. Through his in-depth research he is able to dispel some misconceptions and truismsm, arriving at the heart of what made each scientist tick. Even when exploring some of the arcane figures and dead-end developments, he is so compelling that they become integral to the story, not sidetracks. His breadth of knowledge, his discerning inclusiveness, his clarity of thought, all make _An Entangled Bank_ a stimulating read. Very often in science courses we are presented only with the canonical "state of the science," having to swallow its agglomerated whole free of context. Hagen reveals the wisdom of understanding intellectual foundations. Through study of the origins and development of a science, we may better grasp the received tenets of current scientific understanding. As a young science, ecosystem ecology has a historical context that is relatively accessible to us, if less romantic than a tale of the origins of astronomy might be. A peek into the labs and offices of botanists, limnologists, and biogeochemists might not seem like the acme of excitement. Hagen inspires us with his insights. He makes his subject meaningful to us. Though it is not pleasure reading by any stretch, its clear-sighted intellectual vigor makes _An Entangled Bank_ pure enjoyment.

Book excerpt: The Fifth International Rotifer Symposium was organized by Dr. Claudia Ricci and held in the northern Italian town of Gargnano (Brescia) from September 12-17, 1988. Through the generosity of the Rector of Milano University, a beautiful villa on the shores of Lake Garda was made available to the 83 people from 20 countries who attended the symposium. Ten of these rotifer workers had attended the four previous meetings. Such symposia serve three major functions, the results of which will be apparent in the papers contained in this volume. First, because of the heterogeneity of interests and absence of concurrent sessions, the attendees are exposed to an unusually large variety of research problems, approaches and modes of interpretation. Bridges are thus built between one's own investigations and developments in the field as a whole. Second, the extensive informal interactions that occur outside of the meeting room during coffee breaks, dinners and excursions provide remarkable opportunities for research planning and sharing of results of work in progress. Third, the acquaintances established at these meetings have facilitated interactions during the three-year intervals between symposia. The result has been that visits between laboratories, acquisition of research materials from distant sources and coordination of related investi gations have all been greatly enhanced. A description of the week's events may serve to convey the ambience of the meeting.

Water resources--sometimes scarce, often damaged, and always under-valued--are among the major reasons why food and water security rank high every year in the World Economic Forum's major global risk analysis. A stable and sustainable food system is critical to society's survival. This Handbook shows that keeping the food system stable comes at the expense of the environment, especially of water resources and those who consume and manage them. The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Corporate food traders, food manufacturers, and retailers on the other hand operate in markets that make profits and pay taxes. But these corporations are not contractually bound to utilize highly nutritious, sustainably produced food commodities. Global warming is expected to exacerbate the existing problems of water scarcity in Africa, the Middle East and Central Asia, and threatens to affect even relatively water-secure regions and countries. Global freshwater resources are shrinking at an increasing pace. Forty percent of the world's population depends on transboundary water resources, a situation that raises serious concerns at the international level. Unresolved issues of water resource use and allocation may create the potential for serious interstate conflicts and undermine regional stability. It is imperative that existing and potential disputes over access to shared water resources are resolved through peaceful means within the framework of legal principles and norms provided by international law. While not yet in force, the 1997 UN Convention on the Law of the Non-Navigational Uses of International Watercourses codifies a number of rules of customary law that apply to international watercourses. However, even in the absence of a universally ratified instrument there is a body of international rules widely acknowledged as an authoritative statement of international law governing international watercourses - the International Law Association (ILA) rules on the law of international water resources. The present book, which contains the complete collection of the ILA rules on international water resources, together with comments, explanatory notes and other supporting materials, will be of significant academic and practical value to the range of experts working in this field. There is no doubt that legal scholars and researchers will find this book very helpful in discovering the conceptual underpinings and the evolution of international water law.
