Book excerpt: The evolution of “a marvel of modern finance,” the market for U.S. Treasury securities, from 1917 to 1939. The market for U.S. Treasury securities is a marvel of modern finance. In 2009 the Treasury auctioned $8.2 trillion of new securities, ranging from 4-day bills to 30-year bonds, in 283 offerings on 171 different days. By contrast, in the decade before World War I, there was only about $1 billion of interest-bearing Treasury debt outstanding, spread out over just six issues. New offerings were rare, and the debt was narrowly held, most of it owned by national banks. In Birth of a Market, Kenneth Garbade traces the development of the Treasury market from a financial backwater in the years before World War I to a multibillion dollar market on the eve of World War II. Garbade focuses on Treasury debt management policies, describing the origins of several pillars of modern Treasury practice, including “regular and predictable” auction offerings and the integration of debt and cash management. He recounts the actions of Secretaries of the Treasury, from William McAdoo in the Wilson administration to Henry Morgenthau in the Roosevelt administration, and their responses to economic conditions. Garbade's account covers the Treasury market in the two decades before World War I, how the Treasury financed the Great War, how it managed the postwar refinancing and paydowns, and how it financed the chronic deficits of the Great Depression. He concludes with an examination of aspects of modern Treasury debt management that grew out of developments from 1917 to 1939.

In a fascinating history, Leslie Woodcock Tentler traces changing attitudes: from the late nineteenth century, when religious leaders of every variety were largely united in their opposition to contraception; to the 1920s, when distillations of Freud and the works of family planning reformers like Margaret Sanger began to reach a popular audience; to the Depression years, during which even conservative Protestant denominations quietly dropped prohibitions against marital birth control. Catholics and Contraception carefully examines the intimate dilemmas of pastoral counseling in matters of sexual conduct. Tentler makes it clear that uneasy negotiations were always necessary between clerical and lay authority. As the Catholic Church found itself isolated in its strictures against contraception—and the object of damaging rhetoric in the public debate over legal birth control—support of the Church's teachings on contraception became a mark of Catholic identity, for better and for worse. Tentler draws on evidence from pastoral literature, sermons, lay writings, private correspondence, and interviews with fifty-six priests ordained between 1938 and 1968, concluding, "the recent history of American Catholicism... can only be understood by taking birth control into account."

Rose Holz uncovers the virtually unexamined relationship between Planned Parenthood and the commercial marketplace sphere. Challenging more thanthirty years of historiography on birth control, Holz sheds new light on battles over reproductive rights through her analysis of the Planned Parenthood Federation of America within the context of the commercial birth control world. Revealing that it would be Planned Parenthood's engagement to charity -- the argument the organization once used to discredit the presumed profit-driven exploitation of the marketplace -- that would put precisely those women ithoped to assist in dangerous situations, she asks such probing questions as: What were the meanings attached to the provision of birth control and its commercial distribution? How in turn were these meanings used as sources of power? The project draws on rich primary sources to answer these questions and to examine the historical role of the local birth control clinic in modern America. Rose Holz earned her PhD in history from the University ofIllinois at Urbana-Champaign. She is associate director of and associate professor of practice in the Women's and Gender Studies Program at the University of Nebraska-Lincoln.

Book excerpt: In the 1930s thousands of African Americans abandoned their long-standing allegiance to the party of Abraham Lincoln and began voting for Democratic Party candidates. This new voting pattern remapped the nation's political landscape and altered the relationship between citizen and government. One of the forgotten builders of this modern Democratic Party was Memphis mayor and congressman Edward Hull Crump (1874-1954). Crump created a biracial, multiethnic coalition within the segregated South that transformed the Mississippi Delta's largest city into a modern southern metropolis. Crump expanded city regulatory power, increased government efficiency and established a publicly owned electric utility. In addition, he secured a comprehensive flood control system for portions of the lower Mississippi River Valley. G. Wayne Dowdy cataloged the personal papers of Crump for the Memphis Public Library and brings southern political history to life in this biography. In the 1930s Crump emerged as a national leader who influenced the direction of American politics. In 1936 Time described Crump as "one of the South's most remarkable politicians." A political advisor to Franklin Roosevelt, Crump convinced a large number of blacks to abandon their allegiance to the Republicans for the party of FDR. Ironically, Crump's power and influence ebbed over the course of the 1940s in large part due to the increasing independence of black voters seeking to desegregate Memphis and the South. Determined to maintain segregation, Crump abandoned the Democrats in 1948 for the States' Rights Party and experienced a crushing political defeat.
