Book excerpt: These proceedings contain the 25 papers that were accepted for presentation at the Eighth Information Hiding Conference, held July 10-12, 2006 in Old Town Alexandria, Virginia. The paperswere selectedby the ProgramCommittee from more than 70 submissions on the basis of their novelty, originality, and scienti?c merit. We aregratefulto allauthorswho submitted their workforconsideration. The papers were divided into ten sessions [Watermarking, Information Hiding and Networking, Data Hiding in Unusual Content (2 sessions), Fundamentals, Software Protection, Steganalysis, Steganography (2 sessions), and Subliminal Channels], showing the breadth of research in the?eld. This year was an imp- tant one in the history of the IHW: "Workshop" was dropped from the name to show that the?eld has matured andthat the conference has become the premier venue for the dissemination of new results. The conference employed a double-blind reviewing process. Each paper was examined by at least three reviewers. Papers submitted by ProgramCommittee members were held to a higher standard. We relied on the advice of outside colleagues and would like to extend our thanks for their contribution to the paper selection process and their dedication to excellence in research.

It concentrates on these elites' social, political, religious and cultural connections which extended beyond the purely administrative jurisdictions of the county or town. By concentrating on a series of seismic changes inthe area - the demise of its great regional magnates, the rapid upsurge of the coal industry and the union of the crowns - it offers a distinctive chronological coverage, from the latter half of the sixteenth century through to the early seventeenth century. Old stereotypes of the north-eastern landed elites as isolated and backward are overturned while their response to state formation reveals their political sophistication. Traditional views of the religious conservatism of the north-eastern parts are reassessed to demonstrate its multi-faceted complexion. And contrasting cultural patterns are analysed, through ballad literature, the cult of St Cuthbert and increasing exposure to metropolitan "civility", to reveal a series of sub-regions within the north-eastern reaches of the kingdom. It sets the Scottish state in a British and European context, revealing that Scotland — like larger and better-known states — developed a more integrated governmental system in the sixteenth and seventeenth centuries. This study provides an invaluable new contribution to the history of Scotland. Julian Goodare shows how the magnates ceased to exercise autonomous local power, and instead managed the new administrative structure through client networks. The state no longer drew its main revenues from land, but developed new taxes; its fighting forces were modernized and detached from landed power. With the Reformation, powerful church institutions were created, and were gradually integrated into the state. The states territorial integrity increased, giving it a closer and more troubled relationship with the Highlands. Scotland remained a sovereign state even after the union of crowns in 1603, but it was finally absorbed by England in 1707, and Dr Goodare examines the long-term context of this development.
