Book excerpt: Desperate and vulnerable people, who take enormous risks to migrate to Europe in rickety boats or concealed in the containers of articulated lorries, are familiar images portrayed in the media of “irregular migrants”. Irregular migration has become a major political concern both at the European level and in the wider international context. In the European Union, politicians have identified irregular migration as a “problem” and have given priority to preventing this phenomenon in the development of the common asylum and immigration policy. This collection of essays is the outcome of an international conference on Irregular Migration and Human Rights, which gathered together prominent scholars, policy-makers and practitioners working in the migration and human rights field. The objective of the book, in contrast to the prevailing political approach which focuses almost solely on prevention, is to discuss the human rights dimensions of irregular migration from theoretical, European and international perspectives. The book is divided into five substantive parts: the complex question of who is an irregular migrant and the difficulties in assessing the size of irregular movements: official and popular perceptions of irregular migrants, a debate which is frequently considered in terms of security concerns, asylum, and human trafficking and smuggling; the myriad strands of the developing EU law and policy on irregular migration, such as the adoption of readmission agreements, and the relationship of this law and policy to external border controls in the context of EU enlargement and other non-legal means of EU decision-making; the contributions of international and non-governmental actors to charting a rights-based approach to irregular migration; and the problems these vulnerable persons face while resident in host countries, such as discrimination and denial of access to social rights and public services, which is inextricably bound up with their irregular status.

Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world. The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood. Falsely perceived as a one-dimensional function of static state power, it is here revealed that asylum decisions at borders respond to a complex cultural construction, saturated by a meta-message of disbelief, denial and moral panics. The author demonstrates that immigration officers’ work patterns, behavior and decisions are informed by such stereotyping, which has led to asylum narratives being interpreted in the light of concepts of social acceptability and rejection. Establishing a parallel with law enforcement, the author argues that this process replicates a professional world of categorization and control, forged within an autonomous immigration service subculture. This timely work will appeal to students and scholars of migration studies, identity and ethnic studies, social anthropology, sociology, law and policy studies.

In the age of terrorism, borders are more frequently perceived as protection against threats from determined individuals arriving from elsewhere. After a deadly terrorist attack, leaders immediately encounter pressure to close their borders. As Nazli Avdan observes, cracking down on border crossings and policing migration enhance security. However, the imperatives of globalization demand that borders remain open to legal travel and economic exchange. While stricter border policies may be symbolically valuable and pragmatically safer, according to Avdan, they are economically costly, restricting trade between neighbors and damaging commercial ties. In Visas and Walls, Avdan argues that the balance between economics and security is contingent on how close to home threats, whether actual or potential, originate. When terrorist events affect the residents of a country or take place within its borders, economic ties matter less. When terrorist violence strikes elsewhere and does not involve its citizens, the unaffected state's investment in globalization carries the day. Avdan examines the visa waiver programs and visa control policies of several countries in place in 2010, including Turkey's migration policies; analyzes the visa issuance practices of the European Union from 2003 until 2015; and explores how terrorism and trade affected states' propensities to build border walls in the post-World War II era. Her findings challenge the claim that border crackdowns are a reflexive response to terrorist violence and qualify globalists' assertions that economic globalization makes for open borders. Visas and Walls encourages policymakers and leaders to consider more broadly the effects of economic interdependence on policies governing borders and their permeability.
