In particular, Thomas and Margaret Simey wrote in 1960 that Booth's most striking innovation was his invention of the poverty line; his definition of poverty was "perhaps the first operational definition in the social sciences," in the sense that his provisional hypothesis could be tested experimentally (p. 184). He intended to demonstrate that the incidence of poverty could be measured with precision, and its importance could be appraised, uninfluenced by emotion or doctrine.
