Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book excerpt: Luis Carlos Jemio analyses the macroeconomic events that took place in Bolivia between 1970 and 1995. In that time, the Bolivian economy moved from severe indebtedness and profound economic crisis to a period of economic stability and structural reform. He emphasizes the varying nature of sectoral adjustment behaviours, in response to shocks and policies, and the changes in policies to deal with external shocks over time. The structural reforms implemented after 1985 show the supreme effort the country has made to apply coherent economic policies after a long period of indebtedness and crisis.

Download or read book IDA s Partnership for Poverty Reduction written by Catherine Gwin and published by World Bank Publications. This book was released on 2002-01-01 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: During its 40-year history, the International Development Association (IDA) has worked to improve global welfare by allocating resources to growth and poverty reduction programs. In 1990, a new framework for IDA's poverty reduction efforts was created which resulted in significant structural change to its programs. The focus of the programs became one of labor-intensive growth and expanded access to social services and safety nets to improve incomes levels among the poor. Additionally, the IDA agenda was expanded to include gender, the environment and governance as facets of the poverty reduction framework. This report evaluates IDA's performance from 1994 through 2000 against the three specific replenishment commitments of the period. While finding the performance level only partially satisfactory, the review suggests ways to improve the effectiveness of IDA programs, replenishment process and its ability to match corporate and country priorities.
Download or read book Extractive Industries and Sustainable Development written by Andrés Liebenthal and published by World Bank Publications. This book was released on 2005-01-01 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Bank Group (WBG) has the potential to improve the contribution of extractive industries (EI) to sustainable development and poverty reduction. However, this report by the WBG's operations evaluation departments finds that although its EI projects have produced positive economic and financial results, it has not been successful in ensuring compliance to environmental and social safeguards. The paper examines the World Bank, the International Finance Corporation and Multilateral Investment Guarantee Agency, to assess their performance in moving away from a focus on economic benefits towards sustainable development, addressing the governance challenges associated with resource-rich countries, and mitigating environmental and social costs of the extractive industry.
