Book excerpt: Since 2009, Boko Haram has waged a campaign of terror in Nigeria that has resulted in over 10,000 fatalities and threatens the security and stability of West Africa. Boko Haram has stated its objective as the creation of an Islamic State in Nigeria governed by a puritanical form of Salafist Islam. This research sought to discover whether Boko Haram could usurp the Nigerian Government's control over Northern Nigeria with their current strategy. By conducting a case study comparison between Boko Haram and a successful insurgency, the Algerian National Liberation Front, it was possible to answer the primary research question. Boko Haram can usurp the Nigerian Government's control over Northern Nigeria; however, it will only occur due to the Nigerian Government's lack of commitment to defeating Boko Haram. With their current strategy, Boko Haram is unable to generate the popular or external support needed to establish a legitimate source of power and influence in Northern Nigeria. Finally, this research identified how Boko Haram could improve their strategy and what the Nigerian Government should do to prevent Boko Haram from establishing control over Northern Nigeria. The sources for data collection in both phases will consist of academic journals and books that provided details regarding the history and activities of both insurgent groups. In phase two, it will also be necessary to examine Boko Haram's online video postings to popular sites such as www.youtube.com. Video postings on www.youtube.com will be useful as a data source to examine Boko Haram's use of video propaganda. Since the Algerian War ended in 1962, there are unlikely any relevant videos online to examine. Its recent association with the Islamic State of Iraq and Syria (ISIS) has provided it an additional level of prestige and legitimacy it had not previously enjoyed. Boko Haram threatens the security and stability of Nigeria. It threatens the security and stability of West Africa, which in turn threatens the security of the international community and system. Because terrorism is such a large concern in the modern view of security for the United States, Boko Haram obviously requires a response from the United States. Or, does it? Despite these facts, Boko Haram is not a significant variable in America’s strategic calculus. Nevertheless, the United States allocates a limited amount of resources to help Nigerian and other countries in their struggles against the terror group. These resources and the strategy governing their use are not likely to solve the problem. If they are to have a substantial effect, America’s limited resources must efficiently and effectively attack the root causes of the Boko Haram problem. Otherwise, the resources will be spent down a black hole attacking surface-level and symptomatic issues, destined to make no difference at all. This thesis analyses Boko Haram using a systems-based approach to determine how the United States can and must effectively employ its resources to help Nigeria and its regional neighbors defeat the terror group’s threat. It concludes that the United States must encourage and reinforce actions by the Nigerian government to develop a more heterogeneous culture. These actions over time, likely several generations, will erode or eliminate the root causes of the conflict by using symptomatic treatment to buy time for long-term cultural change"--Abstract.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

Under sustained pressure from French and regional security forces, and reeling from the loss of senior leaders, many of these groups feel backed into a corner. Despite setbacks, these groups continue to plague the region. To enhance policymakers’ understanding of these threats and how to respond to them, CSIS experts from the Africa Program and Transnational Threats Project conducted field-based and scholarly research examining the broad range of factors at play in the region. This research provides little ground for optimism. Chronic underdevelopment, political alienation, failed governance and corruption, organized crime, and spillover from Libya help foster and sustain violent extremists throughout the Sahel.

Furthermore, the work’s analysis of the air force’s role in counter-insurgency is unprecedented within the literature on military warfare in Nigeria.
