Blueprint for a Green Economy had one over-arching theme. Making economies more sustainable requires urgent progress in three key policy areas: valuing the environment, accounting for the environment and incentives for environmental improvement. Today, with the threat of global warming, the decline in major ecosystems and their services, and fears over energy security, achieving these goals is even more vital. The current book first summarizes the main messages from Blueprint for a Green Economy and explains why, given rapid and widespread global environmental degradation, they are still relevant. The book then examines the progress since Blueprint for a Green Economy in implementing policies and other measures to improve environmental valuation, accounting and incentives. Although much has been accomplished, additional advances are still required to green economies successfully. The book highlights the new policies and approaches needed for economic management of today's environmental concerns. Over twenty years later, A New Blueprint for a Green Economy once again emphasizes practical policies for greening modern economies, and explains why such an economic roadmap to a greener future is essential, if modern economies are to develop successfully and sustainably.

LEEC is a joint venture, established in 1988, by the International Institute for Environment and Development (IIED) and the department of Economics of University College London (UCL). Popularly known as The Pearce Report, this book is a report prepared for the Department of the Environment. It demonstrates the ways in which elements in our environment at present under threat from many forms of pollution can be costed. The book goes on to show ways in which governments are able, as a consequence of this analysis, to construct systems of taxation which would both reduce pollution by making it too costly and generate revenue for cleaning up much of the damage. In order to cope with these, communities are struggling to transition to sustainable ways of living that improve well-being and increase resilience. This book demonstrates how communities in both developed and developing countries are already taking action to maintain or build resilient and sustainable lifestyles. These communities, here designated as ‘Ecocultures’, are exemplars of the art and science of sustainable living. Though they form a diverse group, they organise themselves around several common organising principles including an ethic of care for nature, a respect for community, high ecological knowledge, and a desire to maintain and improve personal and social wellbeing. Case studies from both developed and developing countries including Australia, Brazil, Finland, Greenland, India, Indonesia, South Africa, UK and USA, show how, based on these principles, communities have been able to increase social, ecological and personal wellbeing and resilience. They also address how other more mainstream communities are beginning to transition to more sustainable, resilient alternatives. We no longer live in a world relatively empty of humans and their artifacts. We now live in the “Anthropocene,” era in a full world where humans are dramatically altering our ecological life-support system. Our traditional economic concepts and models were developed in an empty world. If we are to create sustainable prosperity, if we seek “improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities,” we are going to need a new vision of the economy and its relationship to the rest of the world that is better adapted to the new conditions we face. We are going to need an economics that respects planetary boundaries, that recognizes the dependence of human well-being on social relations and fairness, and that recognizes that the ultimate goal is real, sustainable human well-being, not merely growth of material consumption. This new economics recognizes that the economy is embedded in a society and culture that are themselves embedded in an ecological life-support system, and that the economy cannot grow forever on this finite planet. In this report, we discuss the need to focus more directly on the goal of sustainable human well-being rather than merely GDP growth. This includes protecting and restoring nature, achieving social and intergenerational fairness (including poverty alleviation), stabilizing population, and recognizing the significant nonmarket contributions to human well-being from natural and social capital. To do this, we need to develop better measures of progress that go well beyond GDP and begin to measure human well-being and its sustainability more directly.

The global economy has become increasingly, perhaps chronically, unstable. Since 2008, we have heard about the housing bubble, subprime mortgages, banks “too big to fail,” financial regulation (or the lack of it), and the European debt crisis. Wall Street has discovered that it is more profitable to make money from other people's money than by investing in the real economy, which has limited access to capital—resulting in slow growth and rising inequality. What we haven't heard much about is the role of natural resources—energy in particular—as drivers of economic growth, or the connection of “global warming” to the economic crisis. In The Bubble Economy, Robert Ayres—an economist and physicist—connects economic instability to the economics of energy. Ayres describes, among other things, the roots of our bubble economy (including the divergent influences of Senator Carter Glass—of the Glass-Steagall Law—and Ayn Rand); the role of energy in the economy, from the “oil shocks” of 1971 and 1981 through the Iraq wars; the early history of bubbles and busts; the end of Glass-Steagall; climate change; and the failures of austerity. Finally, Ayres offers a new approach to trigger economic growth. The rising price of fossil fuels (notwithstanding “fracking”) suggests that renewable energy will become increasingly profitable. Ayres argues that government should redirect private savings and global finance away from home ownership and toward “de-carbonization”—investment in renewables and efficiency. Large-scale investment in sustainability will achieve a trifecta: lowering greenhouse gas emissions, stimulating innovation-based economic growth and employment, and offering long-term investment opportunities that do not depend on risky gambling strategies with derivatives.
