Book excerpt: When, in late 2011, it became public knowledge that two research groups had submitted for publication manuscripts that reported on their work on mammalian transmissibility of a lethal H5N1 avian influenza strain, the information caused an international debate about the appropriateness and communication of the researchers' work, the risks associated with the work, partial or complete censorship of scientific publications, and dual-use research of concern in general. Recognizing that the H5N1 research is only the most recent scientific activity subject to widespread attention due to safety and security concerns, on May 1, 2012, the National Research Council's Committee on Science, Technology and Law, in conjunction with the Board on Life Sciences and the Institute of Medicine's Forum on Microbial Threats, convened a one-day public workshop for the purposes of 1) discussing the H5N1 controversy; 2) considering responses by the National Institute of Allergy and Infectious Diseases (NIAID), which had funded this research, the World Health Organization, the U.S. National Science Advisory Board for Biosecurity (NSABB), scientific publishers, and members of the international research community; and 3) providing a forum wherein the concerns and interests of the broader community of stakeholders, including policy makers, biosafety and biosecurity experts, non-governmental organizations, international organizations, and the general public might be articulated. Book excerpt: On October 17, 2014, spurred by incidents at U.S. government laboratories that raised serious biosafety concerns, the United States government launched a one-year deliberative process to address the continuing controversy surrounding so-called "gain-of-function" (GOF) research on respiratory pathogens with pandemic potential. The gain of function controversy began in late 2011 with the question of whether to publish the results of two experiments involving H5N1 avian influenza and continued to focus on certain research with highly pathogenic avian influenza over the next three years. The heart of the U.S. process is an evaluation of the potential risks and benefits of certain types of GOF experiments with influenza, SARS, and MERS viruses that would inform the development and adoption of a new U.S. Government policy governing the funding and conduct of GOF research. Potential Risks and Benefits of Gain-of-Function Research is the summary of a two-day public symposia on GOF research. Convened in December 2014 by the Institute of Medicine and the National Research Council, the main focus of this event was to discuss principles important for, and key considerations in, the design of risk and benefit assessments of GOF research. Participants examined the underlying scientific and technical questions that are the source of current discussion and debate over GOF research involving pathogens with pandemic potential. This report is a record of the presentations and discussion of the meeting.

Book excerpt: Avian influenza is a highly contagious viral disease, characterized by intense circulation in the wild waterbird reservoirs, with periodical introductions into the domestic poultry sector. AI viruses have been the source of devastating economic losses in the poultry industry over the last three decades, and have become a major veterinary and public health concern due to their zoonotic potential. The most emblematic illustration of this impact has been the emergence of the HPAI H5N1 virus in southern China in the mid-1990s, followed by its continental spread across East and Southeast Asia, and the unprecedented epidemics recorded in 2003–2004. More recently (from 2014 to 2017), several subtypes of HPAI (including H5N1, H5N6, H5N8) emerged in East Asia and spread intercontinentally, stressing the crucial role of this geographical hotspot as a source of new HPAI subtypes. The international dimension and the difficulty to effectively control those epidemics highlight the need for a global approach to HPAI surveillance and a comprehensive knowledge on epidemiology and patterns of the disease. This Research Topic aims at contributing to fill this gap. It includes ten papers which supplement the knowledge of the epidemiology of AI and offer new approaches on control strategies in various regions of the world.

However, often these courses do not cover all aspects of AI/ND diagnosis but only certain aspects. This results in fragmented areas of knowledge and in the application of different diagnostic protocols in different parts of the world. The objective of this book is to provide a comprehensive approach to AI diagnosis ranging from the clinical elements that should trigger a suspicion in the field, to the post mortem technique, collection of samples, processing/ shipment of specimens, virological, serological and molecular diagnosis and guidelines for notification.

The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.

Book excerpt: Shared diseases among wildlife, livestock and humans, often transboundary, are relevant to public health and global economy, as being highlighted currently relative to the global COVID19 pandemic. Diseases at these interfaces also impact the conservation of biodiversity and must be considered when managing wildlife. While wildlife and domestic livestock have coexisted in dynamic systems for thousands of years, spillover disease risks are higher today than in the past due to global patterns of increasing close contact and interactions among wildlife, livestock and humans in the context of complex, diverse and numerous circumstances. Multidisciplinary studies of animal interfaces, especially those involving wildlife, therefore, must be brought to the forefront so that knowledge gaps can be realized and filled to inform managers and policy makers. In the first part of the book authors illustrate and discuss ecological and epidemiological concepts related to the interfaces, with a vision towards socio-ecological system health. In addition, the history of past animal interfaces provides the necessary perspective to focus current questions, better understand present situations, and informs how we can best approach the future. The second part discusses the myriad of similar and differing wildlife- livestock interfaces found around the world from a regional point of view. The third part focuses on how to assess the spatial and temporal overlap between livestock and wildlife, and authors present new technical innovations about how inter-transmissions between wild and domestic populations can be quantified. An overview of main modeling approaches available to quantify multi-host disease transmission at the wildlife/livestock interface, illustrated with specific-case studies, is also presented. Finally, the need for interdisciplinary approaches and a dedicated thematic field to approach the wildlife/livestock interfaces and create opportunities to promote wildlife–livestock coexistence is emphasized. The concluding chapter presents perspectives and directions to better understanding disease dynamics at the wildlife/livestock interface, global change and implications for the future. The changing distribution of interfaces, ongoing human and environmental changes (e. g. climate warming, changes in animal production systems, etc.) and their likely impacts and consequences for the interfaces and disease transmission processes are all discussed.

Proposals for new approaches to "securing health" against these threats have come not only from public health and medicine but also from such fields as emergency management, national security, and global humanitarianism. This volume provides a map of this complex and rapidly transforming terrain.
