The primary concern facing the Liberal government as it seeks to fulfill its 2015 campaign promise to “legalize, regulate, and restrict access to marijuana” is whether it can be done without making the situation worse. As the Liberal platform pointed out, the current regime lets illegal cannabis fall into the hands of minors, pours large profits into organized crime, and traps many people in the criminal justice system for what is arguably a victimless crime. While the legalization of marijuana in Canada begins with a straightforward change of the criminal code, its ramifications go far beyond this. Book excerpt: Significant changes have taken place in the policy landscape surrounding cannabis legalization, production, and use. During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. Shifting public sentiment, conflicting and impeded scientific research, and legislative battles have fueled the debate about what, if any, harms or benefits can be attributed to the use of cannabis or its derivatives, and this lack of aggregated knowledge has broad public health implications. The Health Effects of Cannabis and Cannabinoids provides a comprehensive review of scientific evidence related to the health effects and potential therapeutic benefits of cannabis. This report provides a research agendaâ€"outlining gaps in current knowledge and opportunities for providing additional insight into these issuesâ€"that summarizes and prioritizes pressing research needs.

In some cases Chinese seamen have been known to make temporary bootsocks of raw opium, others conceal it under their armpits, in their clothing, etc. By these methods they try to evade detection by H.M. Customs Officers and, if successful, they find a good and ready market amongst the Chinese residents. "The raw opium is then boiled in a copper saucepan, allowed to get cool, and when it sets it is prepared in small pills for internal application, and in packets for smoking. The pills have an effect similar to that of smoking. The drug is then surreptitiously sold and used in the East and West ends of London. The inveterate opium smoker can usually be detected by his extraordinary sallow complexion, dreamy appearance and want of vitality. "Opium smoking dens are usually arranged in upper rooms of the houses. The windows of such places are invariably covered in such a way as to prevent the fumes escaping into the street, obviously for the pur-pose of avoiding detection. These rooms are fitted out either with wide wooden shelves or beds upon which recline those desirous of taking an opium smoke. These smokes vary in price from 2/-to 5/-according to the value of the drug and the financial position of those desiring to indulge. "When the Defence of Realm.Act came into operation prohibiting opium smoking, etc., a number of these dens existed in 'Chinatown.' From this time until 1920 many prosecutions took place at the Thames Police Court and the offenders were fined, and in some cases imprisonment was imposed, but this did not deter the Chinamen a great deal, as when a fine was inflicted, it was at once paid and the 'Chink' continued...

Yet how has this association come to be so strong, and why does it have so much explanatory, rhetorical and political force? The premise for this book is that the relationship between drugs and childhood merits more exploration beyond simply pointing out that children and drugs are both ‘things we tend to get worried about’. It asks what is at stake when legislators, lobbyists and decision-makers revert to claims about children in order to sustain a given legal or policy position. Beginning with a genealogy of the relationship between the discursive artefacts of ‘drugs’ and ‘childhood’, the book draws on Foucauldian methodologies to explore how childhood functions as a device in the biopolitical management of drug use(rs) and supply. In addition to analysing decriminalisation initiatives and sentencing measures, it (unusually) reaches beyond the criminal context to consider the significance of the ‘politics of childhood’ for law- and policymaking in the fields of family justice and education. It concludes by arguing that the currency of childhood and ‘youth’ is not reducible to rhetoric; it shapes the discursive entities of drugs and addiction and is one of the ways in which particular substances become socially, culturally and politically intelligible. At the same time, ‘drugs’ serve as a technology of child normalisation. The book will be essential reading for policymakers as well as researchers and students working in the areas of Criminal Justice, Law, Psychology and Sociology.
