Excerpt: ...Normal Institute continues to grow in merit. It has done a wonderful work for Texas and if liberally supported will increase in use fulness each succeeding year. Teachers who have attended this institution may be found in every county and in almost every city. In every instance they are worthy and competent. The faculty reports submitted herewith show the operations of the institute during the past two terms. In every way they show most satisfactory results. The institute began its present session on the fifteenth day of September last and has enrolled 182 students. The State students number one from each senatorial district appointed by the Senator, one from each representative district appointed by the repre sentative, and four from the State at large appointed by the Board of Educa tion. The institute building is sadly in need of repair, the library small and the apparatus scanty. Its good work entitles it to the most careful considera tion. I suggest an appropriation of one thousand dollars for repairs, one thousand dollars for apparatus, and one thousand dollars for library pur poses. Aid from the Peabody education fund is being gradually with drawn from the institute. For the past two sessions I have received three thousand dollars each, but for the present session only two thousand five hundred dollars have been appropriated by the trustees. The institute always opens about the middle of September, and the number of free students decided upon by the Board of Education as early as July. As the Peabody fund is not apportioned until October the Board of Education cannot possibly know what amount will be on band for the support of the institute.
