Book excerpt: Gifted and talented programs, which provide students identified as gifted with differentiated instruction, are a widespread and decades-old solution for providing children of varying academic needs with an appropriately challenging curriculum. Though they are common throughout the United States—49 states provide gifted services for students, and there are an estimated 3.3 million gifted students in schools throughout the country—in recent years, experts and policymakers have begun to question if gifted programs are truly beneficial to students. While research on the impact of gifted programs on students’ academic outcomes has been conducted for many years, yielding mostly positive results for gifted instruction, gifted programs are facing increased pushback due to the potentially harmful effects of “tracking” students by ability group, as well as their underrepresentation of minority students. Academic tracking, some critics argue, is detrimental to students in lower ability groups, and of particular concern when those students left behind are more likely to be racial minorities. When considering whether gifted programs serve students well, however, more than just academic outcomes must be considered. Less is known about the psychological and emotional impact of these programs on students, but it is critical that we understand these potential effects to make decisions about whether placing some students in gifted programs, as young as elementary school, is an advisable practice. This study utilizes data from the ECLS-K database, a longitudinal study conducted by the U.S. Department of Education's National Center for Education Statistics of a nationally representative sample of children, to examine the potential relationship between being placed in a gifted program in elementary school and how much a student values their grades in middle school, adding to the relatively small amount of research available on the psychological impact of gifted programs. The results indicate that elementary school gifted programs have a small, positive impact on gifted-eligible students, slightly increasing the likelihood that they report their grades are very important to them in middle school. Other factors, however, including how highly a student’s parents and friends value grades, seem to have a much larger impact on students’ own valuation of education. While these results are favorable for offering gifted instruction in elementary school and provide some evidence that such programs have a positive impact on students’ attitudes toward their education, more research on the topic is needed.

Book excerpt: The purpose of this mixed method study was to examine teacher perceptions of barriers to the underrepresentation of African American students in academically gifted programs. This study also examined teachers' perceptions of classroom-based characteristics of gifted students and how these perceptions may differ from black teachers and their white colleagues, as well as explored the relationship between white privilege and teacher referrals of African American students for gifted education. Survey data was collected from members of the Southeastern Pennsylvania State Education Association (PSEA) and the Delaware Valley National Alliance of Black School Educators (DVA-NABSE) (N=108). The data sources for this study included a researcher developed online survey and open-ended questions. Quantitative data was incorporated to explore the significance of the relationship between acknowledgments of white privilege as it related to teachers' identification of an African American student referral for gifted education. The results of this mixed method study indicated that educators perceived socioeconomics and teachers' inability to recognize potential giftedness in African American students as the most significant barriers that hinder African American students from being identified as gifted. Future research should be conducted to examine the psychological and social dynamics that impact teachers' ability to recognize characteristics of giftedness in African American students.

Book excerpt: This study explored the nature and extent of programs and services available for culturally diverse and economically disadvantaged gifted learners. Data were gathered through a questionnaire survey of directors of gifted programs in 49 states and territories and a questionnaire survey of 51 local school districts that have active programs for at-risk gifted learners. Analysis of the state-level data focused on definitions of "disadvantagement," program standards for the at-risk gifted population, identification practices, and funding. Analysis of data from school districts dealt with: application of the disadvantagement definition; types of differential programming; and program evaluation. Besides providing results of the study, this report offers a comprehensive review of the current knowledge about programs and services for the target population. Each chapter offers policy recommendations, and the report concludes with nine suggestions for a working agenda, such as initiating the use of multiple measures and encouraging the use of a "tryout" program as part of the selection paradigm. Appendices contain 13 program abstracts from local school districts, the state questionnaire, and the local school district questionnaire. (78 references) (JDD)
