While some in Washington, D.C., sought to downplay the growing evidence of atrocities, in September 1866, Freedmen's Bureau commissioner O. O. Howard requested that assistant commissioners in the readmitted states compile reports of "murders and outrages" to catalog the extent of violence, to prove that the reports of a peaceful South were wrong, and to argue in Congress for the necessity of martial law. What ensued was one of the most fascinating and least understood fights of the Reconstruction era—a political and analytical fight over information and its validity, with implications that dealt in life and death. Here William A. Blair takes the full measure of the bureau's attempt to document and deploy hard information about the reality of the violence that Black communities endured in the wake of Emancipation. Blair uses the accounts of far-flung Freedmen's Bureau agents to ask questions about the early days of Reconstruction, which are surprisingly resonant with the present day: How do you prove something happened in a highly partisan atmosphere where the credibility of information is constantly challenged? James Booth seeks to understand the place of memory in the identity, ethics, and practices of justice of political communities. Identity is, he believes, a particular kind of continuity across time, one central to the possibility of agency and responsibility, and memory plays a central role in grounding that continuity. Memory-identity takes two forms: a habitlike form, the deep presence of the past that is part of a life-led-in-common; and a more fragile, vulnerable form in which memory struggles to preserve identity through time—notably in bearing witness—a form of memory work deeply bound up with the identity of political communities. Booth argues that memory holds a defining place in determining how justice is administered. Memory is tied to the very possibility of an ethical community, one responsible for its own past, able to make commitments for the future, and driven to seek justice. "Underneath (and motivating) the politics of memory, understood as contests over the writing of history, over memorials, museums, and canons," he writes, "there lies an intertwining of memory, identity, and justice." Book excerpt: Since World War II, French and Francophone literature and film have repeatedly sought not to singularize the Holocaust as the paradigm of historical trauma but rather to connect its memory with other memories of violence, namely that of colonialism. These works produced what Debarati Sanyal calls a “memory-in-complicity” attuned to the gray zones that implicate different regimes of violence across history as well as those of different subject positions such as victim, perpetrator, witness, and reader/spectator. Examining a range of works from Albert Camus, Primo Levi, Alain Resnais, and Jean-Paul Sartre to Jonathan Littell, Assia Djebar, Giorgio Agamben, and Boualem Sansal, Memory and Complicity develops an inquiry into the political force and ethical dangers of such implications, contrasting them with contemporary models for thinking about trauma and violence and offering an extended meditation on the role of aesthetic form, especially allegory, within acts of transhistorical remembrance. What are the political benefits and ethical risks of invoking the memory of one history in order to address another? What is the role of complicity in making these connections? How does complicity, rather than affect based discourses of trauma, shame and melancholy, open a critical engagement with the violence of history?
