Ambassador Chris Stevens, Sean Smith, Tyrone Woods, and Glen Doherty lost their lives on September 11, 2012, during terrorist attacks on the special mission in Benghazi. As a committee, we honor their service to our Nation and we grieve with their families, but we also resolve to take specific actions to prevent future incidents. We may not be able to prevent every single terrorist attack in the future, but we can-and we must-make sure that our embassies and employees, starting with those in high-risk, high-threat posts, are capable of withstanding such an attack. To that end, Secretary Clinton and the Department of State have embraced and agreed to implement all 29 of the Administrative Review Board's recommendations. Today we will hear more about the progress that the State Department has already made toward implementing many of these recommendations. But I would add that Congress is not without responsibility here. We also have an obligation to do our part to comply with the Administrative Review Board's recommendations. It is my intention to work with the members of the committee and the State Department in the coming months on legislation that will improve security and better protect our employees. One of the first and easiest things we can do is ensure that the State Department's contracting rules allow for sufficient flexibility to allow them to quickly make decisions where security is at risk and to hire local guards, not only on the basis of the lowest price technically acceptable, but also on a best-value basis, to ensure that we are not just checking the box when it comes to securing our buildings and protecting our people

The 2012 Benghazi attack took place on the evening of September 11, 2012, Islamic militants attacked the American diplomatic compound in Benghazi, Libya, killing U.S. Ambassador J. Christopher Stevens and U.S. Foreign Service Information Management Officer Sean Smith. Stevens was the first U.S. Ambassador killed in the line of duty since 1979. The attack has also been referred to as the Battle of Benghazi. Several hours later, a second assault targeted a different compound about one mile away, killing two CIA contractors, Tyrone S. Woods and Glen Doherty. Ten others were also injured in the attacks. Many Libyans condemned the attacks and praised the late ambassador. They staged public demonstrations condemning the militias (formed during the civil war to oppose leader Colonel Muammar Gaddafi), which were suspected of the attacks.

These witnesses deserve to be heard on the Benghazi attacks, the flaws in the Accountability Review Board's methodology, process, and conclusion. Before I introduce these witnesses and explain some of our efforts to learn more about what happened in Benghazi, I want to take a moment to reflect on and to recognize the brave Americans who lost their lives in that attack that day. While we mourn their deaths, it is also crucial that we learn from how they died. By examining the circumstances of the attack in Benghazi on September 11th, we hope to gain a better understanding of what went wrong and what we must do now to ensure better protection for American diplomatic personnel who must sometimes operate in dangerous places abroad. We are cognizant that the Congressionally-mandated Accountability Review Board (ARB) of the Department of State has now issued its important and constructive report and that other Congressional committees are investigating the Benghazi attack as well. Res 81 (112th Congress), has a unique mandate to investigate the effectiveness and efficiency of governmental agencies, especially when matters that span multiple government agencies are involved. Over the years, HSGAC has spent much time and dedicated considerable resources to understanding the challenges inherent in national security interagency relationships, and it is through this lens that we have examined and drawn lessons from the attack in Benghazi.

Key questions remain and necessitate answers in order to better protect U.S. diplomatic facilities, and the people who serve in them, in the future.
