Book excerpt: Impact benefit agreements have become a popular tool to manage and mitigate the impacts of resource development activities, and share the monetary and/or non-monetary benefits from development activities with impacted communities. The largely confidential nature of these agreements has made it difficult for communities to learn from past agreements and associated outcomes. This report provides practical recommendations for designing equitable fiscal regimes in IBAs. This report identifies, describes, and qualitatively assesses fiscal instruments and systems for extractive industries using a set of potential community objectives. Then, a method to quantitatively evaluate alternative fiscal regimes is employed for the base metal mining sector, using a modified discounted cash flow model of a representative base metal mine. The results suggest that more aggressive fiscal regimes could be negotiated for IBAs in the base metal mining sector while still ensuring that a given resource project is economically viable. The study also suggests that combining a few fiscal instruments can help to balance between the inherent trade-offs of a given fiscal instrument.

Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. Si sostiene che, da una parte, le politiche di consolidamento fiscale mettono a rischio la crescita già bassa del Pil e finiscono per ritardare la riduzione del rapporto tra debito e Pil; d’altra parte, che i provvedimenti adottati non hanno ridotto la disuguaglianza nella distribuzione del reddito, che in Italia è una delle più alte in Europa. Oltre a ciò, vengono approfondite due tematiche salienti per la politica di bilancio: in primo luogo la relazione esistente tra struttura del prelievo fiscale, crescita, occupazione. Viene mostrano che, a parità di gettito, un aumento della progressività del prelievo incrementa l’occupazione, e che un trasferimento del prelievo dal reddito al consumo aumenta la crescita e l’occupazione. Il secondo argomento di approfondimento riguarda la misurazione del Pil potenziale, che è alla base delle regole fiscali europee. Due contributi mostrano la scarsa robustezza o l’inadeguatezza delle metodologie di calcolo del potenziale adottate dalla Commissione europea.

Book excerpt: This paper provides an overview of the relation between tax policy and gender equality, covering labor, capital and wealth, as well as consumption taxes. It considers implicit and explicit gender biases and corrective taxation. On labor taxes, we discuss the well-established findings on female labor supply and present new empirical work on the impact of household taxation. We also analyze the impact of progressivity on pay gaps and labor supply. On capital and wealth taxation, we discuss the implications of lower effective capital income taxation on the personal income tax burden gap across genders. We show that countries with relatively low female shares of capital income and wealth also tend to tax property and inheritances particularly lightly. On consumption taxes, we cover taxes on female hygiene products and excise taxes, which we assess in relation to externalities and differences in consumption patterns across genders.
