Book excerpt: A citizen's assessment of public services provided evidence of inefficiency and corruption and stimulated public service providers to be more responsive to customers. So, public feedback can change behavior.Paul reports how a report card on public services in the Indian city of Bangalore was used by citizen groups to create greater public awareness about the poor performance of public service providers and to challenge them to be more efficient and responsive to their customers.The report card was the result of a survey of a sample of users (both rich and poor) of the city`s services and rated public agencies in terms of public satisfaction with different dimensions of their services. Public feedback was used to quantify the extent of corruption and other indirect costs of the services. The result was a citizens' assessment of public services.The survey was completed in 1993, but the follow-up activities continued for three years, with the active involvement of several concerned citizen groups and nongovernment bodies. Paul discusses how the media disseminated the report card findings, how public agencies responded to it, and how agencies joined citizen groups in joint initiatives to improve services. Similar report cards have since been prepared on several other large cities in India.It is not easy to measure the impact of the report card on the quality and responsiveness of Bangalore`s service providers. Paul examines the problems involved and gives some intermediate indicators.There is some evidence that public awareness of the problems has increased as a result of the experiment. Civil society institutions seem to be more active and their interactions with public agencies have become better organized, more purposeful, and continuous. As a result, some public agencies in Bangalore have begun to take steps to improve their services.This paper is a product of the Development Research Group. The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.

Book excerpt: Opening the Black Box: Contextual Drivers of Social Accountability fills an important knowledge gap by providing guidance on how to assess contextual drivers of social accountability effectiveness. This publication aims to more strategically support citizen engagement at the country level and for a specific issue or problem. The report proposes a novel framing of social accountability as the interplay of constitutive elements: citizen action and state action, supported by three enabling levers: civic mobilization, interface and information. For each of these constitutive elements, the report identifies 'drivers' of contextual effectiveness which take into account a broad range of contextual factors (e.g., social, political and intervention-based, including information and communication technologies). Opening the Black Box offers detailed guidance on how to assess each driver. It also applies the framework at two levels. At the country level, the report looks at 'archetypes' of challenging country contexts, such as regimes with no formal space or full support for citizen-state engagement and fragile and conflict-affected situations. The report also illustrates the use of the framework to analyze specific social accountability interventions through four case studies: Sierra Leone, Pakistan, Yemen, and the Kyrgyz Republic.

In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
