Book excerpt: There has been dramatic progress in the scope and power of plasma simulations in recent years; and because codes are generally cheaper to write, to run and to diagnose than experiments, they have a well-recognized potential to extend our understanding of complex phenomena like plasma turbulence. However, simulations are imperfect models for physical reality and can be trusted only so far as they demonstrate agreement, without bias, with experimental results. This "validation" process tests the correctness and completeness of the physical model along with the assumptions and simplifications required for solution. At the same time, it must be understood that experimental measurements are almost always incomplete and subject to significant uncertainties and errors. For optimum scientific progress, simulations and experiments must be seen as complementary not competitive approaches. We need experiments dedicated to answering critical questions raised by the simulations and which examine the validity of models and which explicitly test their assumptions. A premium should be placed on ongoing collaborations which are open and candid about the sources of error and the strengths and weaknesses of each approach. Ultimately both experiments and simulation have much to gain by adopting a an approach of co-development, where simulations are continuously and carefully compared to experimental data and where experiments are guided by the results of simulations.

Research and industry have reacted and prototypes of hybrid database systems are now appearing. Benchmarks are the standard method for evaluating, comparing and supporting the development of new database systems. Because of the separation of OLTP and OLAP systems, existing benchmarks are only focused on one or the other. With the rise of hybrid database systems, benchmarks to assess these systems will be needed as well. Based on the examination of existing benchmarks, a new benchmark for hybrid database systems is introduced in this book. It is furthermore used to determine the effect of adding OLAP to an OLTP workload and is applied to analyze the impact of typically used optimizations in the historically separate OLTP and OLAP domains in mixed-workload scenarios.

The World Bank's has been a leader in the development of these frameworks, stewarding a global multi-stakeholder process aimed at enhancing consensus around parliamentary benchmarks and indicators with international organizations and parliaments across the world. The results so far, some of which are captured in this book, are encouraging: countries as diverse as Australia, Canada, Ghana, Sri Lanka, Tanzania and Zambia have used these frameworks for self-evaluation and to guide efficiency-driven reforms. Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. In doing so, we are helping make parliaments themselves more accountable to citizens and more trusted by the public.

Now, the world is in the midst of an extraordinary information explosion led by rapid growth in the use of the Internet and connected devices. Both user-generated data and enterprise data levels continue to grow ex- nentially. With substantial technological breakthroughs, Moore's law will continue for at least a decade, and the data storage capacities and data transfer speeds will continue to increase exponentially. These have challenged industry experts and researchers to develop innovative techniques to evaluate and benchmark both hardware and software technologies. As a result, the TPC held its First Conference on Performance Evaluation and Benchmarking (TPCTC 2009) on August 24 in Lyon, France in conjunction with the 35th International Conference on Very Large Data Bases (VLDB 2009). TPCTC 2009 provided industry experts and researchers with a forum to present and debate novel ideas and methodologies in performance evaluation, measurement and characteri- tion for 2010 and beyond. This book contains the proceedings of this conference, including 16 papers and keynote papers from Michael Stonebraker and Karl Huppler.
