Nevertheless the sub discipline also receives a lot of criticism. Several estimates would be based on shaky data material so that the outcome would in part reflect the personal opinion of those who produced the series. Moreover in some publications the estimation methods are explained in very vague terms thereby making a duplication of the results almost impossible. This book tries to remedy these critiques. The estimation procedures of the various components of Belgian national income between 1920 and 1939 are thoroughly discussed and explained.The book also falsifies the proposition that "Belgium is a country without statistics". There are many series available but they are scattered over many publications and therefore often difficult to find. One merit of this book is that it brings together quantitative material from very diverse sources and origins. Not only economic historians will benefit from the wealth of statistics presented here, but also e.g. social historians.

Book excerpt: Based on the analysis of more than 35,000 company balance sheets, annual series of gross private investment have been constructed for 15 different sectors in Belgium between 1900 and 1995. The resulting data clearly show that the level of gross investment in the Belgian economy, expressed as a percentage of national income, was generally much lower than during the post world war two period. An international comparison demonstrates that Belgium usually invested far less than its major competitors. Moreover, the traditional coal and metal industries benefitted most of the investment effort instead of newer sectors like the chemical industry. Thus the present study contributes to explaining for the relatively poor growth performances of the Belgian economy prior to the 1960s.

Book excerpt: Economic historians have perennially addressed the intriguing question of comparative development, asking why some countries develop much faster and further than others. Focusing primarily on Europe between 1914 and 1939, this present volume explores the development of thirteen countries that could be said to be categorised as economically backward during this period: Albania, Bulgaria, Estonia, Greece, Hungary, Latvia, Lithuania, Poland, Portugal, Romania, Spain, Turkey and Yugoslavia. These countries are linked, not only in being geographically on Europe's periphery, but all shared high agrarian components and income levels much lower than those enjoyed in western European countries. The study shows that by 1918 many of these countries had structural characteristics which either relegated them to a low level of development or reflected their economic backwardness, characteristics that were not helped by the hostile economic climate of the interwar period. It explores, region by region, how their progress was checked by war and depression, and how the effects of political and social factors could also be a major impediment to sustained progress and modernisation. For example, in many cases political corruption and instability, deficient administrations, ethnic and religious diversity, agrarian structures and backwardness, population pressures, as well as international friction, were retarding factors. In all this study offers a fascinating insight into many areas of Europe that are often ignored by economists and historians. It demonstrates that these countries were by no means a lost cause, and that their post-war performances show the latent economic potential that most harboured. By providing an insight into the development of Europe's 'periphery' a much more rounded and complete picture of the continent as a whole is achieved.

Book excerpt: What were the consequences of the German occupation for the economy of occupied Europe? After Germany conquered major parts of the European continent, it was faced with a choice between plundering the suppressed countries and using their economies to supply its needs. The choices made not only differed from country to country, but also changed over the course of the war. Individual leaders; the economic needs of the Reich; the military situation; struggles between governors of occupied countries and Berlin officials; and finally racism, all had an impact on the outcome. In some countries the emphasis was placed on production for German warfare, which kept these economies functioning. New research, presented for the first time in this book, shows that as a consequence the economic setback in these areas was limited, and therefore post-war recovery was relatively easy. However, in other countries, plundering was more characteristic, resulting in partisan activity, a collapse of normal society and a dramatic destruction not only of the economy but in some countries of a substantial proportion of the labour force. In these countries, post-war recovery was almost impossible.
