In the United States alone about 50 million people regularly smoke tobacco and another 5 million are addicted to other drugs. In a given year, millions of these individuals attemptâ€"with or without medical assistanceâ€"to quit using drugs, though relapse remains the norm. Furthermore, each year several million teenagers start smoking and nearly as many take illicit drugs for the first time. Research is advancing on promising new means of treating drug addiction using immunotherapies and sustained-release (depot) medications. The aim of this research is to develop medications that can block or significantly attenuate the psychoactive effects of such drugs as cocaine, nicotine, heroin, phencyclidine, and methamphetamine for weeks or months at a time. This represents a fundamentally new therapeutic approach that shows promise for treating drug addiction problems that were difficult to treat in the past. Despite their potential benefits, however, several characteristics of these new methods pose distinct behavioral, ethical, legal, and social challenges that require careful scrutiny. Such issues can be considered unique aspects of safety and efficacy that are fundamentally related to the distinct nature and properties of these new types of medications.

International research suggests that both the pandemic and the related protective measures, such as lockdown, curfews, and social distancing, are having a profound impact on the mental health of the population. Among the most commonly observed psychological effects, there are high levels of stress, anxiety, depression, and post-traumatic symptoms, along with boredom and frustration. At the same time, the behavioral response of the population is of paramount importance to successfully contain the outbreak, creating a vicious circle in which the psychological distress impacts the willingness to comply with the protective measures, which, in turn, if prolonged, could exacerbate the population's distress. The long term goals of this multi-disciplinary scientific endeavor are to provide a wide variety of basic oceanographic and biological data and urgently needed behavioral response measurements as part of a long-term international research program that addresses many of the priorities identified by scientific reviews (National Research Council, NRC 1994, 2000, 2003, 2005; the International Council for Exploration of the Seas, ICES AGISC 2005; the UK Inter-Agency Committee on Marine Science and Technology, IACMST 2006, Southall et al. 2007), the report of a technical workshop on beaked whales (Cox et al. 2006) and international bodies such as an Agreement on the Conservation of Cetaceans of the Black Sea, Mediterranean Sea and Contiguous Atlantic Area (ACCOBAMS) regarding the understanding and protection of cetaceans from adverse effects of anthropogenic noise, including sonar. Particularly notable among these efforts were tagging, followed by sound controlled exposure experiments on beaked whales and large delphinids at a naval testing acoustic range in the Bahamas in 2007 and 2008 (referred to as Behavior Response Studies, or BRS).

During a scientific education we soon learn that there is no such thing as cold, only an absence of heat. Cold does not invade us; heat simply deserts. Later still we come to appreciate that temperature is a reflection of kinetic energy, and that the quantity of kinetic energy in a system is determined by the speed of molecular movement. Despite this realization, it is difficult to abandon the sensible prejudices of palaeolithic Homo sapiens shivering in his huts and caves. For example; appreciating that a polar bear is probably as comfortable when swimming from ice floe to ice floe as we are when swimming in the summer Mediterranean is not easy; understanding the thermal sensa tions of a 'cold-blooded' earthworm virtually impossible. We must always be wary of an anthropocentric attitude when considering the effects of cold on other species.
