Book excerpt: Robert Moeller investigates the German peasantry's rejection of the Weimar Republic in the 1920s and provides a new interpretation of Catholic peasant conservatism in western Germany. According to Moeller, rural support for conservative political solutions to the troubled Weimar Republic was the result of a series of severe economic jolts that began in 1914 and continued unabated until 1933. During the late nineteenth century, peasant farmers in the Rhineland and Wesphalia adjusted their production to a capitalist market and enjoyed an unprecedented period of prosperity that lasted until the outbreak of World War I. After August 1914 peasant producers confronted state intervention in the agricultural sector, regulation of prices and markets, and the subordination of agrarian interests to the demands of urban consumers. A controlled economy for many agricultural products continued into the postwar period. Focusing on the Catholic peasantry, Moeller shows that peasant rejection of the Weimar Republic was firmly grounded in the immediate circumstances of the war economy and the uneven process of postwar recovery. He challenges the dominant view that rural support for conservative political solutions was primarily the product of the peasantry's hostility toward industrial capitalism and of long-term social and political affinities dating from the nineteenth century. Moeller's findings show that conservative agrarian ideology was carefully formulated in response to the specific peasant grievances that originated in this period of continuing economic and political crisis. Book excerpt: Focusing on an area roughly equivalent to the contemporary state of North Rhine-Westphalia, this description of popular religious life between 1830 and 1880 revises established postitions of German historiography. It depicts thee increasing laicization of the first half of the nineteenth century, with its mediocre church attendance and secularized morality, and goes on to show how the two decdes after 1850 reversed the trend toward secularization. During the latter period, renewal of the people's loyalty to the church encouraged a developing political Catholicism. The author demonstrates that urbanization and industrialization may well have strengthened popular piety, rather than weakening it. He considers a variety of political implications of popular religious life, from the revolution of 1848/49 to the Kulturkampf of the 1870s, and see political Catholicism in Germany as asrising not exclusively from church-state confrontations but from the interaction of new religious practices with a changing socioeconomic environment and a counter-revolutionary ideology. The Weimar experiment in democracy depended to no small degree upon the welfare system's ability to give German citizens at least a fundamental level of material and mental security in the face of the new risks to which they had been exposed by the effects of the lost war, revolution, and inflation. But the problems of the postwar period meant that, even in its best years, the Weimar welfare state was dangerously overburdened. The onset of the Depression and the growth of mass unemployment after 1929 destroyed republican democracy and the welfare state upon which it was based. On the ruins of Weimars social republic, the Nazis built a murderous racial state. Existing work on the Weimar welfare state concentrates largely on the discussions of social reformers, welfare experts, feminists, and the laws and institutions that their debates produced. Yet the Weimar welfare state was not simply the product of discourse and discursive struggles; it was also constructed and re-produced by the daily interactions of hard-pressed officials and impatient, often desperate clients. Adopting a "history of everyday life" perspective, Germans on Welfare: From Weimar to Hitler, 1919-1935 shows how welfare discourse and policy were translated into welfare practices by local officials and appropriated, contested, or re-negotiated by millions of welfare clients.
