From medieval tales of shared origins to the violent conflicts largely wrought by ETA and the IRA, the Basque Country and Ireland have long been associated in popular imagination. Despite this, little is known of historical Basque-Irish relations and, in particular, the web of party-political, military and social movement connections between radical Basque nationalists and Irish republicans since the Irish Revolutionary Period (1916–23). Drawing on extensive archival research undertaken in Spain, Ireland and the UK, and more than 70 interviews conducted with politicians, former paramilitaries and grassroots activists, this is the first study to comprehensively document and analyse the emergence, evolution and implications of this mythified transnational relationship. For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. The Basque case has been cited as an ex- ample of the perils of 'talking to terrorists'. Drawing on extensive field research, Teresa Whitfield argues that while negotiations did not prosper, a form of 'virtual peacemaking' was an essential complement to robust police action and social condemnation. Together they helped to bring ETA's violence to an end and return its grievances to the channels of normal politics.

The commune of Sainte-Engrâce extends along a mountain valley in the southeastern corner of Soule, one of the three Basque provences in France. In The Circle of Mountains, Sandra Ott examines the importance of cooperation and reciprocity as the essential basis for the main institutions within this community. These French Basques visualize their community as a circle, and their vision of living in "the circle of mountians," rather than in a valley, reflects their perspective on the society in which they live. The first half of the book incorporates material on history, ecology and economy, and delves deeply into the domestic organization, kinship, and neighborliness of this Basque community. In the second half of the book, the author introduces the males' customary roles as shepherds and cheesemakers. Following a detailed commentary on these vocations, Ott suggests that these seemingly prosaic activities represent the male attempt at symbolic fulfillment of the female procreative and nurturing roles. In a new afterword, Ott discusses developments that have impacted life in the pastoral community of Sainte-Engrâce since the original publication of the book—including the acquisition of telephones and the construction of roads to nearly every home.The Circle of Mountains will be of interest not only to social anthropologists but also to those concerned with the Basque language and culture and to scholars and students of ethnology, international studies, and political science.

The chapters were originally papers presented at a workshop held at the Barcelona Centre for International Affairs (CIDOB) in September 2014 as part of a research project on ‘The Dynamics of Nationalist Evolution in Contemporary Spain’, whose purpose was to gain a better understanding of why regionally-based nationalist movements have experienced shifting relationships with the Spanish state over time, in some periods appearing content with accommodation between central and regional government and at other times pushing to go beyond autonomist demands to seek sovereignty or even attain full independence. The volume is one of the first to focus comparatively on the rise of pro-sovereignty politics in mainstream nationalist parties, whose evolution has also featured more traditional impulses towards territorial accommodation within the wider state.
