Book excerpt: "The purpose of this paper is to illustrate how the KC-46, the next generation tanker, will improve air superiority and enable fighter and bomber aircraft to persist in a Chinese Air Defense Identification Zone (ADIZ) environment. The paper examines China's pursuit of an expansive ADIZ in the South and East China Seas (SCS)/(ECS) and the negative impacts of their pursuit on the global commons. This paper discusses one advantage China has that the U.S. military will need to counter through the capability enhancements of the KC-46. The methodology followed in this research is the problem/solution approach. The paper's key findings demonstrate the current United States Air Force (USAF) tanker fleet's inadequate capability to persist in a current environment of Chinese anti-access/area-denial environment (A2/AD), given China's strategy and improvements in capability. Additionally, the research reveals that China's ADIZ poses a threat to the current U.S. forward bases in Japan, and South Korea. The paper's recommendations include continued U.S. military sponsorship of the next generation tanker through improved funding for development and production through 2027. Further, the paper recommends additional or alternate forward basing locations in the Pacific region"--Abstract.

The research focuses on gaps in current doctrine, command relationships, command and control, force structure of ABO forces, posture, training for ABO forces, and acquisition for ABO capabilities. The author does not delve into specific solutions for each of the assessed gaps. The focus is on identifying conceptual challenges and methodologies to address them as well as describing areas for further research. Overall the assessment is that the current construct for Joint Force ABO is too unwieldy and insufficiently agile to perform inside of an A2/AD adversary's Observe-Orient-Decide-Act (OODA) Loop. However, improvements to doctrine, command relationships, command and control, force structure, posture, training, and acquisition will make the joint force better able to project airpower into the A2/AD threat environment."--page i.

Book excerpt: "Adaptive basing is an emerging concept that is critical to the success of future Air Force operations against a near-peer enemy, like China or Russia, in an Anti-access/area denial (A2/AD) environment. The concept of adaptive basing aligns with the guidance outlined in the 2018 National Defense Strategy, The United States Air Force Strategic Master Plan, and the idea of the Third Offset. A myriad of interservice, joint, and coalition coordination efforts and exercises are already happening as the USAF pursues a flexible model to conduct warfighting in future operations. Incorporating our joint and coalition partners is allowing the U.S. to expand upon the concept and provide opportunities for new successes in the future. Additionally, creative and innovative Airmen are paving the way for a future fight against a highly capable force. Lastly, the USAF is moving in the right direction on adaptive basing, but there are still several logistical challenges that must be addressed to make it effective. Adaptive basing is a concept that centers around relatively small packages of fighter assets and support teams that are rapidly deployable to both established and unestablished bases around the world. Furthermore, these packages are intended to be extremely mobile and flexible so that we can keep our assets on the move, reducing the enemy's ability to plan strikes against them. The teams deployed with the assets are highly trained and able to conduct a myriad of tasks in support of operations. The 2018 National Defense strategy directs the United States Military "to be strategically predictable, but operationally unpredictable." The concept of adaptive basing provides the ability to be predictable in the U.S. response to aggression but unpredictable in the sense that adversaries will not know where U.S. operating locations will be."--Page 1.

In this environment, more decentralized control will be critical to success. This paper argues that forward C2 capabilities provide the best solution and proposes a concept called C2 Forward for the US Air Force, which is based on two imperatives: 1) Pushing authority and decision - making out of the AOC and other theater - level C2 agencies and moving it closer to the battle space; and 2) Utilizing multiple C2 nodes with shared situational awareness to enhance survivability, utilize all domains, and quickly gain and maintain the initiative. The paper explores the capabilities C2 Forward will need, and then recommends changes to doctrine, training, and personnel development as well as requirements for future acquisitions. Book excerpt: "The Global Response Force (GRF) is built for rapid response to unforeseen or, more specifically, unplanned operations. Selected Army airborne forces provide a large portion of the GRF and are dependent on joint concepts for deployment and access. This study illustrates a method for determining the best access strategies given constraints in aircraft, intermediate staging bases, operational capabilities, and other factors. The study applies this method to each geographic combatant command and develops specific, tailored strategies for each. The access strategies are built from multiple analytic techniques: historical aircraft data and platform specifications to determine capabilities and limitations of the air fleet; several airfield databases, site reports, and expert judgments to determine probable intermediate staging base locations and their likely capabilities; multiple deployment concepts for access to minimize operational risks; and detailed geographic and operational analysis to determine global coverage and reach. In the end, we were able to deduce a preferred strategy for each of the combatant commands. Global access for the GRF is provided partially through the use of well-established staging bases but will necessarily rely on austere basing and complex deployment concepts for particular locations in multiple combatant commands. The study concludes with several recommendations to close those risks, which span the services, combatant commands, and joint staff"--Back cover.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.
