Basic infrastructure services are services that allow the urban poor to live under conditions that facilitate their income-generating activities so they can maintain a good nutritional level and participate in the normal activities of society. Services include housing, transportation, water, sanitation, solid waste disposal, and energy for cooking and lighting. In addition to discussing ways to improve the conditions of the poor in urban areas through the provision of basic infrastructure services, the workshop also laid the groundwork for follow-up regional senior policy seminars in Latin America, Africa, and Asia. While workshop participants did not attempt to conclude with formal policy recommendations, they did develop general areas of consensus. The focus of the workshop discussions were on the following concerns: financial issues; the role of nongovernmental organizations; the role of governments; and the relationship between nongovernmental organizations and the governments.

This volume, based on the authors' close and extensive collaboration with New York's Lower East Family Union, affords a substantive, insightful, and effective approach not only to defining the services needed but also to the delivery thereof. It also examines the cognitive and emotional states which the clients bring as they seek help. Means are provided for establishing priority of needs, assessing the value of preventive services, and formulating family-specific service responses. Potential family dissolution and implicit child welfare concerns are viewed as especially critical and receives extensive constructive discussion. Stressed, poverty-level families often approach helping agencies in a nearly exhausted condition. The needs of such clients can only be answered, and the last straw avoided, if the agencies are structured to identify the most immediate needs and to supply the understanding, supportive relationship, and the requisite practical assistance. This book, with its extensive base of experience, guides the process wisely. It offers informed hope that the awful conditions of the urban poor can be ameliorated through better planned and effective service delivery, and caring interventions.

A key component of urban poverty in developing countries is inadequate access to basic services, so understanding the institutional setting for basic service provision is key to addressing this challenge. This paper seeks to explain the institutional and organizational forms of service provision that emerge in developing country cities, where the urban poor living in informal settlements constitute a significant proportion of the urban population. The paper does so by examining the contemporary case of the Rio de Janeiro metropolitan area in Brazil, based on fieldwork conducted over the 2007-2014 period, for three key services: electricity, water, and sanitation (sewerage). I argue that the traditional forms of interaction between the state and informal settlements in Rio, based upon pork-barrel politics, have declined due to the absence of law enforcement and subsequent rise of organized crime in these areas, but also because of the emergence of new actors and organizations, including private service providers. Where the state remains the service provider, the decline of pork-barrel politics and the incentives related to public ownership have resulted in a policy of neglect towards informal settlements, significantly limiting access. In some cases, however, I show that private actors are constructing new approaches to service provision through collaboration with community and nonprofit organizations. These approaches entail collaborative forms of governance that have the potential not only to increase access, but to offer an alternative to the existing institutional setup beyond basic service provision. As such, they are of interest not only to scholars and practitioners interested in basic service provision, but more generally for the broader challenge of urban poverty and exclusion in the developing world.

In developing countries, this bias has predisposed the urban poor to life in slums under perpetual deprivation of urban services such as water, sanitation, education, health and shelter. Although values are determinants of social behaviour and faith based organizations (FBOs) in developed countries (e.g. USA) have been associated with treating the poor well, very little is known about how these may contribute to the delivery of urban services to the poor in a developing country context. This book has analysed FBOs' service delivery activities in urban slums, the values orientation of their staff and what motivates them into serving the poor. Similarly the book has also outlined the concept of values-based delivery of services and the effect it has on the urban poor's access to urban services. The findings of this book shed light to the contribution of values-based organizations such as FBOs towards the delivery of urban services. This book should therefore be particularly insightful to professionals in service delivery, and anybody else interested in tackling urban poor deprivations.

Over half of the world's population currently lives in cities and urbanization continues to expand. With this growth, the numbers of the urban poor are increasing, particularly in developing countries. Despite their living conditions, the urban poor have a proven capacity to improve and invest in their communities. With the rising number of urban poor living in slums in developing countries, new solutions are needed to deliver basic services to these residents. While cities provide opportunities for many, city life can also present conditions of overcrowded living, inadequate access to basic services, congestion, unemployment or underemployment, lack of social and community networks, stark inequalities, crippling social problems such as crime and violence, and particular vulnerability to health problems, economic shocks, and the risks related to climate change and natural disasters, particularly for the poor. This compilation summarises the main policies and institutional elements for urban poverty reduction, both for supporting widely shared growth with equity and for sustaining poverty-targeted measures. Scholars have argued that excessive bureaucratization, corruption, domination by vested interests etc. need not necessarily be considered an integral part of planned intervention. It is also argued that an increasing reliance on the market for basic services reduces their availability to the poor. Public agencies in the past, even when backed by subsidised funds and other concessions, were not able to reach them. The benefits of the system, therefore, often 'trickled up' to people in higher-income brackets. Opening up of the market for the provision of the facilities is, in fact, likely to make them more unaffordable. Urban poverty can to some extent reflect active rural-urban migration. This is because cities offer better opportunities for individuals to improve their welfare. Indeed, cities have historically served poor people as platforms for upward mobility. Efficient urban development can play a major part in combating national poverty, both by giving migrants the chance for a better life and -- even more importantly, from a country perspective -- by providing a marketplace where diversified industries and services become the engine of thriving national income growth. Basic Needs and the Urban Poor: The Provision of Communal Services examines the public actions both national and local governments may take to address urban poverty, the options for program interventions, and the ways governments may reach consensus supporting the necessary decisions. This monograph also attempts to analyse the possible effects of the changes in organisational structure and policies on the access of the urban poor to basic amenities.
