Book excerpt: The Government is committed to moving to a secure, safe, affordable and low-carbon energy system. This will mean achieving its climate change and renewables targets, including a 34 per cent reduction in CO2 emissions by 2020 (relative to 1990); at least an 80 per cent reduction by 2050; and by 2020 ensuring that 15 per cent of energy comes from renewable sources. This transition will require major investment in modern technologies: to renovate buildings; to provide for the electrification of much of our heating, industry and transport; and to move to cleaner power generation. It will also require major changes in the way energy is used by individuals, industry and the public sector. At the core of the Bill is the need to ensure that, as older power plants are taken offline and electricity demand continues to increase, the UK remains able to generate enough energy to meet its needs. The Energy Bill will: implement the electricity market reforms set out in the white paper 'Planning our electric future ... ' (Cm. 8099, ISBN 9780101809924); clarify the role of the regulator, Ofgem; establish an Office for Nuclear Regulation; make changes to the offshore transmission regulatory framework; and make provisions for the potential sale of Government Pipeline and Storage System. This document contains a description of the Bill's aims, the draft Bill and explanatory notes, together with a summary impact assessment.

In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure. Beginning with Volume 13, the printing and dissemination phases of the ac tivity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volume were handled by an international publishing. house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 25 (thesis year 1980) a total of 10,308 theses titles from 27 Canadian and 214 United States universities. We are sure that this broader base for theses titles reported will greatly enhance the value of this important annual reference work. While Volume 25 reports theses submitted in 1980, on occasion, certain universities do report theses submitted in previous years but not reported at the time.

It draws on over a decade of international research, undertaken by scholars across multiple disciplines concerned with analysing and shaping urban sustainability transitions. It seeks to open up the possibility of a new generation of urban low carbon transition research, which foregrounds the importance of political, geographical and developmental context in shaping the possibilities for a low carbon urban future. The book’s contributions propose an interpretation of urban low carbon transitions as primarily social, political and developmental processes. Rather than being primarily technical efforts aimed at measuring and mitigating greenhouse gases, the low carbon transition requires a shift in the mode and politics of urban development. The book argues that moving towards this model requires rethinking what it means to design, practise and mobilize low carbon in the city, while also acknowledging the presence of multiple and contested developmental pathways. Key to this shift is thinking about transitions, not solely as technical, infrastructural or systemic shifts, but also as a way of thinking about collective futures, societal development and governing modes – a recognition of the political and contested nature of low carbon urbanism. The various contributions provide novel conceptual frameworks as well as empirically rich cases through which we can begin to interrogate the relevance of socio-economic, political and developmental dimensions in the making or unmaking of low carbon in the city. The book draws on a diverse range of examples (including ‘world cities’ and ‘ordinary cities’) from North America, South America, Europe, Australia, Africa, India and China, to provide evidence that expectations, aspirations and plans to undertake purposive socio-technical transitions are both emerging and encountering resistance in different urban contexts.
