In a nutshell, Japan combines excellence with equity. This high performance is based on the priority Japan places on education and on its holistic model of education, which is delivered by highly qualified teachers and supported by the external collaboration of communities and parents. But significant economic, socio-demographic and educational challenges, such as child well-being, teacher workload and the high stakes university exam, question the sustainability of this successful model. Policy makers in Japan are not complacent, and as Japan starts implementing its Third Basic Plan for the Promotion of Education (2018-22), they are carefully analysing tomorrow's threats to Japan's current success. This report aims to highlight the many strengths of Japan's education system, as well as the challenges it must address to carry out reforms effectively and preserve its holistic model of education. The ultimate goal is to ensure that the education system delivers the best for all students, and that Japanese learners have the knowledge, skills, attitudes and values they need for the 21st century.

The main findings are that a modest investment in maternal health services, combined with other poverty reduction measures leads to a fairly rapid decline in the maternal mortality ratio (MMR), defined as the number of maternal deaths per 100,000 live births. The strategies of Malaysia and Sri Lanka changed over time, from an initial emphasis on expanding the provision of services, especially in underserved areas, to increasing utilization and, finally, to emphasizing the improvement of quality. Removing financial barriers to maternal care for clients was an important step in both countries. Professional midwives constitute the backbone of maternal care in Malaysia and Sri Lanka. The MMR reduction in developing countries is feasible with modest public expenditures when appropriate policies are adopted, focused wisely, and adapted incrementally in response to environmental conditions and systems capacity. Book excerpt: On 26 December 2004 at 6.58 hours (Sri Lanka Time), a massive earthquake with its epicentre outside the coast of Sumatra generated a series of gigantic waves, tsunamis. At 8.35 hours the waves reached the eastern and southern coastline of Sri Lanka, crushing hundreds of villages and towns, killing and maiming tens of thousands of people within seconds. When the waves pulled back, and the ocean calmed down, local people came running to the scene to help. In the first couple of days after the disaster the survivors and their helpers had to manage largely on their own. When the professional experts arrived, most of them without any prior knowledge about the country, they took full command over the situation, brushing aside the local communities and their indigenous emergency systems. At this stage, those who were meant to die had already succumbed, and most of the wounded had received assistance from friends and neighbours.
