There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

Book excerpt: Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

This book follows on from the period covered in Abdul Sheriff's acclaimed Slaves, Spices and Ivory in Zanzibar. The first part of the book shows the transition of Zanzibar from the commercial economy of the nineteenth century to the colonial economy of the twentieth century. The authors begin with the abolition of the slave trade in 1873 that started the process of transformation. They show the transition from slavery to colonial "free" labor, the creation of the capitalist economy, and the resulting social contradictions. They take the history up to formal independence in 1963 with a postscript on the 1964 insurrection. In the second part the authors analyze social classes. The landlords and the merchants were dominant in the commercial empire of the nineteenth century and had difficulties in adjusting to the colonial condition. At the same time the development of capitalist farmers and a fully proletarianized working class was hindered. The conservative administration could not resolve the contradictions of colonial capitalism, and the formation of a united nationalist movement was hampered. This period culminated in the insurrection of 1964, but the revolution could not be consummated without mature revolutionary classes.

Book excerpt: In Bangladesh, the sale of food in public space is often contested: Street food is needed, but not wanted. 100,000 street vendors sell dishes, snacks, fruits, and beverages in the megacity of Dhaka. Street food is important for urban food security as mobile labourers and the poor rely on cheap, readily available and nutritious food. The authorities argue that encroachments of streets and footpaths are illegal and disorderly, and that street food is unhygienic. They therefore evict the vendors regularly. But the hawkers are somewhat protected through the informal rules of the street. While some of them are highly vulnerable to poverty and police raids, most navigate well through these contested governance regimes and can successfully sustain their livelihoods and contribute to urban food security. In this book, different conceptual perspectives are integrated on the basis of Bourdieu's Theory of Practice. It provides fresh insights into the role of street food in urban food system and contributes to a deeper understanding of the vulnerabilities of the urban poor, the informal governance of public space, and the dominant discourses on street vending. From a relational and critical perspective, this book captures "the politics of street food" and sketches innovative solutions towards fair street food governance.
