Book excerpt: This book, the first historical sociology of its kind concerning Bangladesh, examines the country's what-went-wrong-syndrome during the first fifty years of its existence, 1971-2021. The work is an exception to the traditional studies on modern and contemporary Bangladesh. The study is also a post-history of united Pakistan. Busting several myths, it sheds light on many known and unknown facts about the history, politics, society, and culture of the country. Besides being a twice-born country – liberated twice, from the British in 1947 and from West Pakistanis in 1971 – it is also an artificial entity suffering from acute crises of culture, development, governance, and identity. Hashmi attributes the culture and identity crises to the demographic byproducts of bad governance. In addition to being overpopulated, Bangladesh is also resource-poor and has one of the most unskilled populations, largely lumpen elements and peasants. According to Marx, these people represent “the unchanging remnants of the past”. The second round of independence empowered these lumpen classes, who suffer from an identity crisis and never learn the art of governance. The proliferation of pseudo-history about liberation has further divided the polity between the two warring tribes who only glorify their respective idols, Mujib and Zia. Pre-political and pre-capitalist peasants’ / lumpen elements’ lack of mutual trust and respect have further plagued Bangladesh, turning it into one of the least governable, corrupt, and inefficient countries. It is essential to replace the pre-capitalist order of the country run by multiple lumpen classes with capitalist and inclusive institutions.

Drawing on first-hand experiences and insights, the author deeply investigates the realities of a longstanding aid recipient, Bangladesh, and argues that without a political economy approach, one cannot understand the realpolitik of development aid. As an emerging economy from the global south, Bangladesh has been a longstanding partner and recipient of international aid since 1971. Bangladesh has also been active in the global discussions leading to redefining the new narrative and arguments for the new aid regime since the beginning of this century. Building on the analysis of Bangladesh's aid relations, the book shows that there has not been any qualitative shift in aid behavior in the new aid regime that set new norms after the end of the Cold War to ensure recipients' ownership and welcomed an expanding aid landscape by integrating emerging economies from the Global South for achieving better development results. The book analyzes the role of different actors in the development partnership, both traditional and emerging donors - such as China and India, and their partnership practices. It examines different forms of aid and their changing perspective, particularly technical assistance. Based on more than two decades of research and profound insider observations, the book debunks the myth that Southern providers could be more benign to their partners. The arguments placed in the book expose that there is no difference between traditional and emerging donors in ensuring donors' business and strategic interests. While donors continue to ensure their interests in providing aid, the Realpolitik of the situation in the recipient country shows that there is a specific economic and political agenda in pursuing aid. Presenting a comprehensive picture of Bangladesh's aid partnership, through the lens of new development partnership principles and narratives of development aid, this book will be of interest to scholars and researchers of aid and development studies and political science as well as South Asian Studies. Using a large team of civil engineers as enumerators, a detailed set of information is generated about the functionality, repair needs, as well as alternative uses of all public warehousing facilities. The data generated from the survey fed into the production of a user-friendly GIS database that encompasses the mapping of all storage facilities, along with functionality indicators and summary statistics from the survey. The comprehensive repair estimates generated in the course of this study, along with its supplementary GIS tool, can serve as important inputs to strategic policy decisions related to the public food grain storage system in the country.

Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.
