Although Iran and Iraq had fired these missiles at each other many times during their 1980-88 war, the threat posed by Saddam Hussein's missiles was not fully realized until the SCUDs began raining down on Israel, and Saudi Arabia at the start of the 1991 Persian Gulf War. This timely book by missile expert W. Seth Carus, written in cooperation with the Center for Strategic and International Studies and including a foreword by Edward N. Luttwak, contains an alarming assessment of the missile threat worldwide. An up-to-the-minute postscript on the American-Iraqi war and its effects on further ballistic missile proliferation throughout the Third World is also included. Carus presents the facts behind the spread of ballistic missiles and their technology to Third World countries and suggests plausible responses for the United States and its allies. Various developing nations--among them Iran, Iraq, Libya, North and South Korea, Brazil, Syria, Israel, Saudi Arabia, India, and South Africa--already possess large numbers of ballistic missiles and no longer rely on the superpowers alone for their weapons procurement or production. Carus covers all aspects of ballistic missiles--their capabilities and disadvantages, their possible fitting with chemical or nuclear warheads, their attractiveness for Third World leaders, and the responses of Third World countries to missile arsenals in neighboring states. The success of cruise missiles and anti-missile missiles (such as Patriots) in the Persian Gulf War make these missiles of even greater interest to Third World countries. Carus warns of the dire consequences of ignoring the spread of missiles and their technology to areas of the world where future wars are likely to occur.

Jacob (Jack) Neufeld has done a thoughtful, thorough job of research in an immense amount of documentation. He came to the task with broad experience in the subject matter. He first joined the history program at Eighth Air Force, Westover Air Force Base, Massachusetts; his initial assignment was to cover the command's ICBMs, including the Titan II and Minuteman, in the annual history. When he came to Washington and joined the Office of Air Force History in 1970, he produced monographs on missiles and space. He also had other diverse assignments, usually in the area of the history of research, development, and technology generally. Before long he earned a well-deserved reputation as an expert in these fields. In the course of his extensive research, Mr. Neufeld also met and interviewed many of the leading people involved in Air Force science and technology. Although the development of ballistic missiles is largely an administrative history, it is also the story of the herculean efforts of several key individuals. The effort could not have succeeded as it did without the fortuitous appearance on the scene of Trevor Gardner, Gen. Bernard A. Schriever, and Dr. John von Neumann. How these men conceptualized, promoted, and directed the program forms the basis of the story. Additionally, the development of ballistic missiles revolutionized the way the Air Force conducted research and development, having a profound and longlasting effect on how the service acquired weapons of all types. Mr. Neufeld's fascinating history details these important changes in the process of relating how the service conceived, developed, and brought into the arsenal one of the most revolutionary weapons in the long history of warfare.

Current global trends indicate that ballistic missile systems are becoming more flexible, mobile, survivable, reliable, and accurate, while also increasing in range. A number of states are also working to increase the protection of their ballistic missiles from pre-launch attack and to increase their effectiveness in penetrating missile defences. Several states are also developing nuclear, chemical, and/or biological warheads for their missiles. Such capabilities could be significant sources of military advantage during a conflict. But they may be equally significant in times of relative peace, when they undergird efforts to coerce states near and far. Regional actors such as North Korea and Iran continue to develop long-range missiles that will be threatening to the United States. There is some uncertainty about when and how this type of intercontinental ballistic missile (ICBM) threat to the U.S. homeland will mature, but there is no uncertainty about the existence of regional threats. They are clear and present. The threat from short- range, medium-range, and intermediate-range ballistic missiles (SRBMs, MRBMs, and IRBMs) in regions where the United States deploys forces and maintains security relationships is growing at a particularly rapid pace. This book provides an overview of select issues and policies of the ballistic missile defence program.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined.
