Book excerpt: Excerpt from Backward Children in the Public Schools: With a Preliminary Study on the Relation of Physical to Mental Defects in School Children The age of our race between 6 and 15 years is a distinctive one, from the fact that the problem of diet, so important in infancy, decreases with the corresponding increase in bodily activity. So, also, the prevalence and effect of contagious disease suffer a reduction. For these reasons the mortality rate decreases progressively, and the probability of survival becomes steadily brighter. The age of development, however, is one in which the subsequent physical and mental welfare is largely predetermined. Though the child's life be fairly safe, his fortune still lies largely in the hands of his parents, his environment, his teacher, and his physician. First must be met the burdens of heredity, producing thousands of sickly, deformed, and neurotic children. A perpetually (or rather, life-long) acting force is here to be combatted and reckoned with. Second to heredity is a poor city environment, with its lack of fresh air and its improper diet of canned foods. Exposed to these influences healthy infants succumb, and join the ranks of those already suffering from rickets, anaemia, and adenoid nasal obstruction. Finally, the ignorance of parents causes indifference to the damage already done, and adds premature decay of the teeth to the existing list of evident physical imperfections. Book excerpt: This book examines the joint effort of twentieth-century public school administrators and private philanthropy to initiate reforms to provide for children with learning difficulties. The author explores the development of these reforms from the establishment of special classes for backward children at the beginning of the century to the creation of programs for learning disabled children. He considers what this history tells us about current efforts to provide for at-risk students. He looks at both the way school administrators conceptualized childhood learning difficulties and the institutional arrangements which they introduced to accommodate these students, and pays particular attention to the preference of school administrators throughout this century for accommodating low achieving children in segregated classes and programs.

Book excerpt: Excerpt from Deficient Children: Being an Application of the Binet Scale of Intelligence to the Backward Children in the Bloomington, Indiana, Public Schools; Submitted as Part Requirement for Degree of Master of Arts in the School of Education, Indiana University, 1914; With Charts And The work of testing the defective children of the Bloomington graded schools was begun in January 1914 and was completed in May of the same year. Out of the total number of 1778 school children 286 were found to be defective, mentally. The binet-simon scale was used in the form in which it was revised by Dr. Henry H. Goddard, of the Training School of Vineland, New Jersey. From the teacher of each room was secured a list of the children whom she found to be, or at least suspect ed them to be, subnormal and unable to cope with the intelligence of the average child. The cloak rooms of the different buildings were turn ed into minature clinics, each of which was fitted up with a table, two chairs, and the different pieces of apparatus used in making thetests. As soon as one child was test ed, he was asked to tell the next child on the list to come down to the room. The average time taken to test the younger children was twenty minutes, and usually from thirty to thirty five minutes was consumed in testing the larger ones.
