Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. It stresses that better economic performance is possible in both industrial and developing countries, provided the commitment to economic policy reforms is maintained and reinforced. In regard to the external debt issues, the report argues for strengthened cooperation among industrial countries in the sphere of macroeconomic policy to promote smooth adjustment to the imbalances caused by external payments (in developing countries). Part II reviews and evaluates the varied experience with government policies in support of industrialization. Emphasis is placed on policies which affect both the efficiency and sustainability of industrial transformation, especially in the sphere of foreign trade. The report finds that developing countries which followed policies that promoted the integration of their industrial sector into the international economy through trade have fared better than those which insulated themselves from international competition.

The early recovery in the world economy foreseen in last year's World Development Report did not materialize. The recession has lasted longer than expected and has set back global development more decisively than at any time since the Great Depression. The indications of an upturn are now firmer, but the international financial system remains severely strained and protectionism continues to be an ominous threat. This report reviews how alternative policies may affect the future prospects for recovery. It concludes that the present financial crisis is manageable, provided concerted efforts are made both nationally and internationally. It is essential for the industrial countries to maintain the momentum of their recovery, to promote freer trade, and to ensure growth in capital flows. Equally important, developing countries must for their part continue their efforts to adjust their economies to the new external circumstances and thereby regain the confidence of their creditors.

The expected inputs from the meeting included (1) review and comment on the draft policy brief of tenure and tenure-related definitions, (2) review and comment on the paper on inland fisheries, and (3) recommendations for the way forward, including next steps and additional activities for the development of guidance on how to design and implement appropriate tenure, access and user rights in fisheries. There was broad agreement among participants that FAO should explore different formats for the papers to contribute to and support technical guidance. Regarding the technical guidance, participants provided several outlines and content options that FAO could use in the future.

Book excerpt: Nonliving organic matter (NLOM) comprises the bulk of the organic carbon stored in the terrestrial biosphere and a major part of the organic carbon in the sea. Organic substances, which include litter, marine detritus, dissolved organic matter, and soil organic matter, have diverse effects on the Earth's biogeochemical processes and serve as a major reservoir of biospheric carbon, which can be transformed to carbon dioxide, methane, and other "greenhouse" gases. Given this broad spectrum of effects, efforts to adapt to or perhaps benefit from global change require a better understanding and an ability to predict the role of NLOM in the global environment. The overall objective of this volume is to provide experimental and modeling strategies for the assessment of the sensitivity of the global carbon cycle to changes in nonliving organic pools in terrestrial and aquatic ecosystems. The discussions in this volume consider how best to characterize and quantify pools and fluxes of NLOM, the role of NLOM cycling on a global scale, human and climatic perturbations of interactions between NLOM and nutrients, and biological, chemical, and physical processes that control the production and degradation of NLOM, with an emphasis on processes that affect the persistence of NLOM in the environment. One of the most unique aspects of this volume is that it represents extensive exchanges between leading international scientists from both aquatic and terrestrial backgrounds. It will be of particular interest to organic geochemists, microbiologists, ecologists, soil scientists, agricultural scientists, marine chemists, limnologists, and modelers. Goal of this Dahlem Workshop: to devise experimental and modeling strategies for assessment of the sensitivity of the global carbon cycle to changes in nonliving organic pools.

Over the decades since Cajal s seminal suggestion, extensive experimental attention has been directed at elucidating the cellular and molecular mechanisms underlying both neuronal development and learning and memory. Many exciting technical and conceptual advances have been made on each front. Thus, as we approach the end of this century, the field is now poised to assess the status of Cajal s provocative hypothesis directly. This volume reflects a highly interdisciplinary dialog among experts in the fields of development and learning and memory, who came together not only to assess the validity of the general hypotheses that development and learning might share mechanistic features, but also to identify issues, preparations, and paradigms that would allow for a rigorous evaluation of ways to advance the hypothesis, on the one hand, and determine its fundamental limitations, on the other. Towards this end, the volume is organized into four levels of analysis: behavioral, systems, cellular, and molecular. At each level, neuroscientists from the general fields of development and learning engage in lively exchange of ideas which serve to highlight the similarities and differences of both the concepts and the experimental approaches used in their diverse fields.
