The foundation of air pollution control and air pollution dispersion modeling lies in the math, chemistry, and physics of the environment. Therefore, regulatory decision making must rely upon sound science and engineering as the core of appropriate policy making (objective analysis in lieu of subjective opinion). This research evaluated particulate matter and ammonia concentration data as well as two modeling methods, a backward Lagrangian stochastic model and a Gaussian plume dispersion model. This analysis assessed the uncertainty surrounding each sampling procedure in order to gain a better understanding of the uncertainty in the final emission rate calculation (a basis for federal regulation), and it assessed the differences between emission rates generated using two different dispersion models. First, this research evaluated the uncertainty encompassing the gravimetric sampling of particulate matter and the passive ammonia sampling technique at an animal feeding operation. Future research will be to further determine the wind velocity profile as well as determining the vertical temperature gradient during the modeling time period. This information will help quantify the uncertainty of the meteorological model inputs into the dispersion model, which will aid in understanding the propagated uncertainty in the dispersion modeling outputs. Next, an evaluation of the emission rates generated by both the Industrial Source Complex (Gaussian) model and the WindTrax (backward-Lagrangian stochastic) model revealed that the calculated emission concentrations from each model using the average emission rate generated by the model are extremely close in value. However, the average emission rates calculated by the models vary by a factor of 10. This is extremely troubling. In conclusion, current and future sources are regulated based on emission rate data from previous time periods. Emission factors are published for regulation of various sources, and these emission factors are derived based upon back-calculated model emission rates and site management practices. Thus, this factor of 10 ratio in the emission rates could prove troubling in terms of regulation if the model that the emission rate is back-calculated from is not used as the model to predict a future downwind pollutant concentration.

Book excerpt: A major source of airborne pollution in the arid Middle East countries is the fugitive particulate matter (PM), a frequent product of wind erosion. The meteorological conditions and topography of this region makes it highly susceptible to wind-blown particles which raise many air quality concerns. Important tools for estimating the dispersion and deposition of dust particles, which also help in designing dust control procedures, are Air Quality Models (AQM). The cornerstone of every AQM system is an emission inventory, but these are only available currently for the European and North American domains, calling for an immediate need to develop similar knowledge for MEA. The increasing level of urbanization in Middle East countries has thrown the light on the airborne pollution caused by construction and earth work activities. The main scope of the present study is to develop fugitive particulate matter emission factors for construction sites in MEA and to evaluate the accuracy of the existing emission factors to apply for Middle Eastern hot and arid conditions. An experimental campaign along with dispersion modeling using the Fugitive Dust Model (FDM) were implemented in a construction site to examine the relation between the meteorological variables, concentrations and emission rates to understand the behavior of the fugitive dust emissions for MEA. The time period of this work was chosen while the construction site was at rest, where the only particles source was wind erosion of the loose soil. A data analysis was done, using the modeling results, to identify the effect of each meteorological variable (i.e. wind direction, wind speed, stability, .etc.) and its relation to emissions concentrations and rates. Considering the wind-speed dependence of the source emission rate, a power law function was obtained for the calculation of the emission rates. This function was used to re-run the FDM model and the results were evaluated compared to the on-site measured concentrations and to the emission factors reported in USEPA's AP-42 (the related emission rates in this emission inventory have been developed mainly for open coal-mines). Surprisingly, our study showed that a very good agreement between the AP-42 emission factors and our calculations can be obtained if the former are slightly modified. The emission factors developed in this study have been confirmed and can be applied for the impact assessment of similar sources in Middle East and other dry-arid locations. Book excerpt: The air quality near agricultural activities such as tilling, plowing, harvesting, and manure application is of main concern because they release fine particulate matter into the atmosphere. These releases are modeled as area-sources in the air quality modeling research. None of the currently available dispersion models relate and incorporate physical characteristics and meteorological conditions for modeling the dispersion and deposition of particulates emitting from such area-sources. This knowledge gap was addressed by developing the advanced analytical and numerical methods for modeling the dispersion of particulate matter. The development, application, and evaluation of new dispersion modeling methods are discussed in detail in this dissertation. In the analytical modeling, a ground-level area source analytical dispersion model known as particulate matter deposition - PMD was developed for predicting the concentrations of different particle sizes. Both the particle dynamics (particle physical characteristics) and meteorological conditions which have significant effect on the dispersion of particulates were related and incorporated in the PMD model using the formulations of particle gravitational settling and dry deposition velocities. The modeled particle size concentrations of the PMD model were evaluated statistically after applying it to particulates released from a biosolid applied agricultural field. The evaluation of the PMD model using the statistical criteria concluded effective and successful inclusion of dry deposition theory for modeling particulate matter concentrations. A comprehensive review of analytical area-source dispersion models, which do not account for dry deposition and treat pollutants as gases, was conducted and determined three models - the Shear, the Parker, and the Smith. A statistical evaluation of these dispersion models was conducted after applying them to two different field data sets and the statistical results concluded that the Shear model performed the best out of the three dispersion models. The algorithms of each dispersion model were analyzed and it was determined that the best performance of the Shear model was due to incorporation of a variation of wind speed and vertical eddy diffusivity (atmospheric turbulence) with the height above ground surface. A new methodology was developed using computational fluid dynamics (CFD) - FLUENT for the numerical dispersion modeling of particulate matter emitting from an area-source (biosolids applied agricultural field). The discrete phase model (Lagrangian -Eulerian approach) was used in combination with each of the four turbulence models: Standard ke (ke), Realizable ke (Rke), Standard k¿ (k¿), and Shear-stress transport k-¿ (SST) to predict particulate matter size concentrations for distances downwind of the agricultural field. In this modeling approach, particulates were simulated as discrete phase and air as continuous phase. The discrete phase model accounted for the effects of atmospheric turbulence and drag force which is dependent on particle physical characteristics (diameter, density, and velocity), gravitational velocity, and air viscosity for predicting the trajectories of particles. The modeled particulate matter concentrations were compared statistically with their corresponding field study observations to evaluate the performance of proposed CFD model using the four turbulence models.
