Education reform alone will never be the full solution; to resolve racial inequity, cities such as Rochester must first dismantle segregation. Drawing on never-before-seen archival documents as well as scores of new interviews, Murphy shows how discriminatory public policy and personal prejudice combined to create the racially segregated education system that exists in the Rochester area today. Alongside this dismal history, Murphy recounts the courageous fight for integration and equality, from the advocacy of Frederick Douglass in the 1850s to a countywide student coalition inspired by the Black Lives Matter movement in the 2010s. This grinding antagonism, featuring numerous failed efforts to uphold the promise of Brown v. Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Such Latinized urban landscapes, she observes, especially appear when whites feel threatened by concentrations of Latinx populations, commonly known as barrios. Drawing on archival research, interviews, and visual analysis of barrio built environments, Londoño shows how over the past seventy years urban planners, architects, designers, policy makers, business owners, and other brokers took abstracted elements from barrio design—such as spatial layouts or bright colors—to safely “Latinize” cities and manage a long-standing urban crisis of Latinx belonging. The built environments that resulted ranged from idealized notions of authentic Puerto Rican culture in the interior design of New York City’s public housing in the 1950s, which sought to diminish concerns over Puerto Rican settlement, to the Fiesta Marketplace in downtown Santa Ana, California, built to counteract white flight in the 1980s. Ultimately, Londoño demonstrates that abstracted barrio culture and aesthetics sustain the economic and cultural viability of normalized, white, and middle-class urban spaces.

In this context, it is important to take stock of what is being done in the data management area and begin to prioritize, consider and formulate adoption of a formal data management system including citation protocols for use by research communities in different disciplines and also address various technical research issues. The volume, thus, focuses on some of these issues drawing typical examples from various domains. The idea of this work germinated from the two day workshop on “Big and Open Data – Evolving Data Science Standards and Citation Attribution Practices”, an international workshop, led by the ICSU-CODATA and attended by over 300 domain experts. The Workshop focused on two priority areas (i) Big and Open Data: Prioritizing, Addressing and Establishing Standards and Good Practices and (ii) Big and Open Data: Data Attribution and Citation Practices. This important international event was part of a worldwide initiative led by ICSU, and the CODATA-Data Citation Task Group. In all, there are 21 chapters (with 21st Chapter addressing four different core aspects) written by eminent researchers in the field which deal with key issues of S&T, institutional, financial, sustainability, legal, IPR, data protocols, community norms and others, that need attention related to data management practices and protocols, coordinate area activities, and promote common practices and standards of the research community globally. In addition to the aspects touched above, the national / international perspectives of data and its various contours have also been portrayed through case studies in this volume.
