This study finds that in China, the challenges of governing produced a trajectory of state-building in which the processes of moral regulation and social control were at least as central to state-making as the exercise of coercive power. State-making is, in China as elsewhere, a profoundly normative and normalizing process. This study maps the complex processes of state-making, moral regulation, and social control during three critical reform periods: the Yongzheng reign (1723-1735), the Guomindang’s Nanjing decade (1927-1937), and the Communist Party’s Socialist Education Campaign (1962-1966). During each period, central authorities introduced--not without resistance--institutional change designed to extend the reach of central control over local political life. The successes and failures of state-building in each case rested largely upon the ability of each regime to construct itself as an autonomous moral agent both separate from and embedded in an imagined political community. Thornton offers a historical reading of the state-making process as a contest between central and local regimes of bureaucratic and discursive practice."

This book unravels the multiple, shifting paths of global migration in Chinese society today, challenging a unilinear view of migration by presenting emigration, immigration, and re-migration trajectories that are occurring continually and simultaneously. Drawing on interviews and ethnographic observations conducted in China, Canada, Singapore, and the China–Myanmar border, Elaine Lynn-Ee Ho takes the geographical space of China as the starting point from which to consider complex patterns of migration that shape nation-building and citizenship, both in origin and destination countries. She uniquely brings together various migration experiences and national contexts under the same analytical framework to create a rich portrait of the diversity of contemporary Chinese migration processes. By examining the convergence of multiple migration pathways across one geographical region over time, Ho offers alternative approaches to studying migration, migrant experience, and citizenship, thus setting the stage for future scholarship.

They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.

The central question it asks is why leaders sometimes turn to the so-called quiet option when conducting regime change rather than using overt means. Whereas existing works prioritize the desire to control escalation or avoid domestic-political constraints to explain this variation, this book highlights the surprising role that international law plays in these decisions. When states cannot locate a legal exemption from the nonintervention principle- the prohibition on unwanted violations of another state's sovereignty, codified in the United Nations Charter and elsewhere-they are more likely to opt for covert action. Concealing brazen violations of nonintervention helps states evade hypocrisy costs and avoid damaging their credibility. These claims are tested against four regime change operations carried out by the United States in Latin America during the Cold War using declassified government documents, interviews with former government officials, and historical accounts. The theory and findings presented in this book expose the secret underpinnings of the liberal international order and speak to longstanding debates about the conduct of foreign-imposed regime change as well as the impact of international law on state behavior. John L. Rury provides a national overview of the process, focusing on the period between 1950 and 1980, and presents a detailed study of metropolitan Kansas City, a region representative of trends elsewhere. While big-city districts once were widely seen as superior and attracted families seeking the best educational opportunities for their children, suburban school systems grew rapidly in the post–World War II era as middle-class and more affluent families moved to those communities. As Rury relates, at the same time, economically dislocated African Americans migrated from the South to center-city neighborhoods, testing the capacity of urban institutions. As demographic trends drove this urban-suburban divide, a suburban ethos of localism contributed to the socioeconomic exclusion that became a hallmark of outlying school systems. School districts located wholly or partly within the municipal boundaries of Kansas City, Missouri, make for revealing cases that illuminate our understanding of these national patterns. As Rury demonstrates, struggles to achieve greater educational equity and desegregation in urban centers contributed to so-called white flight and what Senator Daniel Patrick Moynihan considered to be a crisis of urban education in 1965. Despite the often valiant efforts made to serve inner city children and bolster urban school districts, this exodus, Rury cogently argues, created a new metropolitan educational hierarchy—a mirror image of the urban-centric model that had prevailed before World War II. The stubborn perception that suburban schools are superior, based on test scores and budgets, has persisted into the twenty-first century and instantiates today's metropolitan landscape of social, economic, and educational inequality.
