An overview of the available public law instruments and the possibility to use private law instruments. 4 Which (formal) rules/principles (written or unwritten) govern administrative actions? An elaboration on decision-making procedures (public participation etc.) under general administrative law and specific areas of administrative law as well as more substantive rules/principles for administrative actions/decisions: 'due process in administrative matters'. 5 Access to (administrative) courts against administrative actions/decisions. Who can go to which courts (constitutional, administrative or ordinary) and are prior out-of-court proceedings necessary? How intensive or marginal is the test (of discretionary administrative powers) by the courts and what are the possible rulings of the court (based on a remedy- system for the plaintiff or on more general powers for the courts). 6 Recent and future developments and conclusions. The final chapter offers comparative remarks by the editors.

This book is the first to document the history of women's press organizations. In addition to rich historical accounts of some of these organizations, it also provides a picture of many of the women journalists involved in these press organizations, many of whom were leaders, both in journalism and in the social movements of their time. This book is a description and analysis of forty women's press organizations that have been key to the development of women writers of the press since the first established organization in 1881. Each entry describes the challenges faced by women that brought about the establishment of the organization at that particular time and place, some of the women who played key roles in the group's leadership, the group' s major activities and programs and its contributions to women of the press. The main purpose of these organizations was to provide women with a place where they could discuss professional issues and career strategies at a time when they were largely excluded from or marginalized by male-dominated media institutions. However, many also reflected the interests of some of the social and political reform movements associated with the women's movements of the 19th and 20th centuries, including the woman suffrage, peace, and ERA movements. Although some of the organizations described here no longer exist, new ones have taken on the challenge, in a profession where women still do not have equity.

Book excerpt: Twenty years have passed since South Africans were being shot or hacked or burned to death in political conflict; and the memory of the trauma has faded. Some 20 500 people were nevertheless killed between 1984 and 1994. The conventional wisdom is that they died at the hands of a state-backed Third Force, but the more accurate explanation is that they died as a result of the people's war the ANC unleashed. As the people's war accelerated from September 1984, intimidation and political killings rapidly accelerated. At the same time, a remarkably effective propaganda campaign put the blame for violence on the National Party government and its alleged Inkatha surrogate. Sympathy for the ANC soared, while its rivals suffered crippling losses in credibility and support. By 1993 the ANC was able to dominate the negotiating process, as well as to control the (undefeated) South African police and army and bend them to its will. By mid-1994 it had trounced its rivals and taken over government. People's War shows the extraordinary success of this war in giving the ANC a virtual monopoly on power. It also shows, in part at least, the great cost at which this was achieved. Apart from the killings, the terror, and the destruction that marked the period from 1984 to 1994, the people's war set in motion forces that cannot easily be reversed. For violence cannot be turned off 'like a tap', as the ANC suggested, and neither can anarchy easily be converted into order. Anthea Jeffery holds law degrees from the University of the Witwatersrand and from Cambridge, and a doctorate in human rights law from the University of London. Her previous books include The Natal Story: Sixteen years of conflict and The Truth about the Truth Commission. Both books have been acclaimed for their meticulous and objective approach, and for breaking new ground on important and contentious issues.
