Book excerpt: In 1993, Congress passed Public Law 103-160 Section 1703 which created a Joint Service Chemical and Biological Defense Program (CBDP). The mission of the CBDP is to provide world-class chemical and biological defense capabilities to allow the military forces of the United States to survive and successfully complete their operational missions - from peacetime contingency missions through two nearly simultaneous major theater wars across the entire spectrum of conflict-in battlespace environments contaminated with chemical or biological warfare agents. Under the oversight of a single office within the Office of the Secretary of Defense, the Deputy Assistant to the Secretary of Defense for Chemical and Biological Defense, the individual Services, working within the framework of a Joint Service Agreement, have planned and supported a robust, coordinated program. This overview document provides highlights of our major efforts within the program, providing a summary of FY00 accomplishments and goals for FY01 and beyond. A separate, more detailed DoD Annual Report to Congress on the Chemical and Biological Defense Program is provided to the Congress. The CBDP focuses on the development and acquisition of an integrated system-of-systems to defend against the various chemical and biological warfare threats facing U.S. forces. No single technology or approach is likely to be effective. Consequently detection and identification of CB threats, individual and collective protection, decontamination and medical countermeasures play important, complementary roles in countering chemical and biological threats. Since Operation Desert Storm, the CBDP effectively developed and fielded new or improved capabilities that address shortfalls identified during that war.

The U.S. Food and Drug Administration's abilities to discover potential threats to food safety and prevent outbreaks of foodborne illness are hampered by impediments to efficient use of its limited resources and a piecemeal approach to gathering and using information on risks. Enhancing Food Safety: The Role of the Food and Drug Administration, a new book from the Institute of Medicine and the National Research Council, responds to a congressional request for recommendations on how to close gaps in FDA's food safety systems. Enhancing Food Safety begins with a brief review of the Food Protection Plan (FPP), FDA's food safety philosophy developed in 2007. The lack of sufficient detail and specific strategies in the FPP renders it ineffectual. Technological surprise has and will continue to take many forms. A plethora of new technologies are under development for peaceful means but may have un- tended security consequences and will certainly require innovative counterme- ures. A relevant example is the tremendous development in biotechnology that has occurred since the advent of recombinant DNA and tissue culture-based processes in the 1970s. If US government agencies and the defense and academic commu- ties had more clearly recognized the potential for biotechnology to affect fun- mental security and warfighting doctrines 20 years ago, the situation today could be very different. Defense against chemical and biological weapons – from both states and nonstate actors – currently presents a threat that is difficult to predict and for which traditional solutions are increasingly less effective. Nanotechnology has emerged as a well-funded discipline that, like biote- nology, carries the potential for groundbreaking applications and the potential for unpredictable harm. The world is likely 20 years away from the full impact of the nanotechnology on defensive capabilities.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding.
