Book excerpt: Among the various segments of society affected by the COVID-19 pandemic over the past year and a half, few were hit as hard as the aviation industry. At its worst point, in March 2020, passenger volumes for U.S. airlines had dropped more than 95 percent. Airlines, airports, aircraft manufacturers, and other components of the air travel system faced an unprecedented challenge, with threats to the health of passengers and crews combined with threats to the financial health of the entire system. To address the many COVID-related issues facing the aviation industry, on June 28-30, 2021, the Aeronautics and Space Engineering Board of the National Academies of Sciences, Engineering, and Medicine hosted a three-day workshop, Aviation After a Year of Pandemic - Economics, People, and Technology. Funded by the National Aeronautical and Space Administration and held remotely via Zoom, the workshop focused on four specific areas regarding the effects of COVID on the aviation industry: economics, personnel, technology, and next steps. This publication summarizes the presentation and discussion of the workshop.

One proposal to address this problem is to use the Global Positioning System to enable aircraft to fly more closely spaced. This approach, however, might be limited by the wake turbulence problem, which can be a safety hazard when smaller aircraft follow relatively larger aircraft too closely. To examine how this potential hazard might be reduced, Congress in 2005 directed NASA to request a study from the NRC to assess the federal wake turbulence R&D program. This book provides a description of the problem, an assessment of the organizational challenges to addressing wake turbulence, an analysis of the technical challenges in wake turbulence, and a proposal for a wake turbulence program plan. A series of recommendations for addressing the wake turbulence challenge are also given.

Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System.

Book excerpt: Decades of continuous efforts to address known hazards in the national airspace system (NAS) and to respond to issues illuminated by analysis of incidents and accidents have made commercial airlines the safest mode of transportation. The task of maintaining a high level of safety for commercial airlines is complicated by the dynamic nature of the NAS. The number of flights by commercial transports is increasing; air traffic control systems and procedures are being modernized to increase the capacity and efficiency of the NAS; increasingly autonomous systems are being developed for aircraft and ground systems, and small aircraftâ€"most notably unmanned aircraft systemsâ€"are becoming much more prevalent. As the NAS evolves to accommodate these changes, aviation safety programs will also need to evolve to ensure that changes to the NAS do not inadvertently introduce new risks. Real-time system-wide safety assurance (RSSA) is one of six focus areas for the National Aeronautics and Space Administration (NASA) aeronautics program. NASA envisions that an RSSA system would provide a continuum of information, analysis, and assessment that supports awareness and action to mitigate risks to safety. Maintaining the safety of the NAS as it evolves will require a wide range of safety systems and practices, some of which are already in place and many of which need to be developed. This report identifies challenges to establishing an RSSA system and the high-priority research that should be implemented by NASA and other interested parties in government, industry, and academia to expedite development of such a system.

Book excerpt: For over three decades the airline industry has continued to maintain a high profile in the public mind and in public policy interest. This high profile is probably not surprising. There does seem to be something inherently newsworthy about airplanes and the people and companies that fly them. The industry was one of the first major industries in the United States to undergo deregulation, in 1978. It thereby transitioned from a closely regulated sector (the former Civil Aeronautics Board tightly controlled everyt thing from prices to routes to entry) to one that is largely market oriented. The incumbent carriers transformed themselves from the point-to-point operators that the CAB had required to the hub-and-spokes structures that took better advantage of their network characteristics. Further, they transformed their pricing from the quite simple structures that the CAB had required to the highly differentiated/segmented pricing structures (“yield management”) that reached an apogee in the late 1990s. Some ca arriers, like American, Delta, and United, were better at this transition; others, like Pan American, TWA, and Eastern, were not. What the incumbent carriers did not do, however, was deal with their costly wage and work rules structures, which were an enduring legacy of their regulatory period. This legacy, when combined with the high-fare end of the yield-management pricing structure, has made them vulnerable to entry by new carriers with lower cost structures.
