Book excerpt: The protection of water resources from deterioration in quality by pollution discharges is probably the biggest challenge in sustainable water resources management in the recent decades. In practice, most countries have adopted pollution control strategies and measures which are based on ‘end-of-pipe’ solutions: wastewater treatment plants and adjustments to the regulations, including taxes for wastewater discharges (Conventional Strategy). Although this approach involves very high costs, on many occasions, this strategy has been a complete failure. The research described in this book contribute to the development of sustainable solutions for the previously outlined problem. It was based on the validation of the Three-Step Strategic Approach concept (3-SSA), which includes: 1) prevention or minimisation of waste production; 2) treatment aimed at recovery and reuse of waste components, and 3) disposal of remaining waste with stimulation of natural self-purification of the receiving water body. The study showed overall positive effects of the 3-SSA, in comparison of Conventional Strategy, on wastewater management in the Upper Basin (389 km) of the Cauca river, the second most important river in Colombia. The Cost Benefit Analysis clearly favoured the 3-SSA, generating a major impact on the river water quality at lower cost compared to the Conventional Strategy.

Una de las medidas para conseguir una gestión adecuada de los recursos hídricos en la agricultura es la automatización y el telecontrol de los sistemas de riego. Se trata de registrar y repartir de un modo adecuado las cantidades de agua y fertilizantes que se manejan en riego utilizando diversas herramientas tecnológicas proporcionadas por la electrónica digital. La automatización y el telecontrol facilitan la gestión en el uso del agua de riego y la facturación por el volumen de agua consumido. En las redes de agua a presión de zonas regables, la automatización y el telecontrol representan un porcentaje elevado de las inversiones que se realizan. Por otra parte, existe una amplia oferta en el mercado que propone sistemas de telecontrol muy diferentes. En definitiva, la automatización y el telecontrol de los sistemas de riego contribuyen de manera decisiva a la sostenibilidad de los recursos hídricos en un entorno donde las carencias y baja calidad del agua son cada día más crecientes. Este libro ofrece una visión genérica de las posibles aplicaciones de los sistemas de automatización y control en la gestión y manejo de regadíos e instalaciones de riego. A su vez se proporcionan los conocimientos básicos necesarios para que el lector pueda diseñar sistemas de adquisición de datos, supervisión y control (SCADA) y hacer uso del telecontrol para automatizar las instalaciones de riego. Tomando como origen los fundamentos teóricos, esta obra da un enfoque práctico de los temas tratados. Al mismo tiempo se presenta al lector una bibliografía actualizada para poder ampliar conocimientos. Esta edición viene avalada por un equipo de profesores de diferentes universidades españolas (Universidad Miguel Hernández de Elche, Universidad Politécnica de Cartagena, Universidad de Santiago de Compostela y Universidad de Castilla-La Mancha) con líneas de investigación relacionadas con la temática del libro. Esta obra, con un enfoque multidisciplinar, va dirigida a los técnicos que trabajan en los diferentes campos del conocimiento que se presentan en cada capítulo. The present volume was intended to be a new edition of the book, but so many changes were required that a new book was needed. Only three chapters have been kept with slight amendments. The other chapters have been completely re-written. In fact with changes in importance of major diseases, four diseases previously treated have been left out; on the other hand, three new topics have been included in the new book, two new diseases and a chapter on sugarcane quarantine.The first chapter gives a brief account of the anatomy, morphology and physiology of the sugarcane plant to facilitate terminology and especially for a better appreciation of the effect of disease on the growth of the crop. Diseases are extensively treated as in Volume I, with a very good description of their symptoms and variation under different conditions and severity, all well illustrated by black and white figures and in a set of colour plates at the end of the book which will prove of valuable help for identification. The causal agents of the diseases are described giving synonyms, cultural characteristics, isolation methods and present knowledge on race variation, an aspect on which there has been quite an advance in knowledge since Volume I was published. New techniques of diagnosis are also given. Advances in research on the diseases over the last 25 years are well covered and supported by an extensive bibliography at the end of each chapter.The book has been edited by people having first hand experience in the field and in research on these diseases. Authors have been selected from among the most knowledgeable all over the sugar cane world, especially with due regard to the importance of the different diseases in their countries.The book should prove of immense value to those concerned with practical aspects of plant disease control in the field: pathologists, agronomists and crop specialists, including consultants, to those concerned with quarantine of the crop, for university lectures and students, and research scientists.In a pre-publication review D.J. Heinz and S.A. Ferreira of the Hawaiian Sugar Planters' Association stated: ``Much has changed and new information generated since the original version of this book was published in 1961.
