Book excerpt: Since the 1980s, neoliberals have openly contested the idea that the state should protect the socio-economic well-being of its citizens, making ‘privatization’ their mantra. Yet, as historians and social scientists have shown, welfare has always been a ‘mixed economy’, wherein private and public actors dynamically interacted, collaborating or competing with each other in the provision of welfare services. This book will be of interest to students, scholars and practitioners of welfare by developing three innovative approaches. Firstly, it illuminates the productive nature of public/private entanglements. Far from amounting to a zero-sum game, the interactions between the two sectors have changed over time what welfare encompasses, its contents and targets, often engendering the creation of new fields of intervention. Secondly, this book departs from a well-established tradition of comparison between Western nation-states by using and mixing various scales of analysis (local, national, international and global) and by covering case studies from Spain to Poland and France to Greece in the nineteenth and twentieth centuries. Thirdly, this book goes beyond state centrism in welfare studies by bringing back a host of public and private actors, from municipalities to international organizations, from older charities to modern NGOs. Le droit de la famille de l’Union s’identifie alors comme un «droit spécial» complétant la diversité des droits nationaux de la famille. Sa signification théorique et politique dans l’Union est débattue par les auteurs, autant que son devenir. Loin de demeurer fragmentaire à côté des droits nationaux des États membres, il a probablement vocation à se densifier pour offrir aux citoyens et résidents européens un droit commun de la famille au sein de l’Union. Family law, with its civil law tradition, and strong roots in the national cultures of the Member States, does not normally fall within the scope of European law. However, it is no longer possible to argue that family law is outside European law entirely. There are many aspects of the family which are subject to European influence, to the point that the outlines of a «European family» are starting to emerge. This book is intended to highlight the European experience of family law and its substantive (i.e. European citizenship, EU social policy, EU civil service...) and private international law aspects. Union law therefore contains a form of «special» family law which is shared between the Member States and supplements their national family laws. Its theoretical and political importance in the Union, as well as its future, are discussed by the authors. Far from remaining fragmented alongside the national laws of Member States, it will likely develop to offer European citizens and residents a common family law within the EU.

This range of sub-cultures and variety of ways of thinking the 'other' underlines the fact that 'norms' can only exist by the concomitant existence of difference(s). The essays in this collection, which derive from the conference 'Alienation and Alterity: Otherness in Modern and Contemporary Francophone Contexts', held at the University of Exeter in September 2007, explore various aspects of this diversity in French and Francophone literature, culture, and cinema from the nineteenth to the twenty-first century. The contributions demonstrate that while alienation (from a cultural 'norm' and also from oneself) can certainly be painful and problematic, it is also a privileged position which allows the 'étranger' to consider the world and his/her relationship to it in an 'other' way.

New silver mines sparked the need for labor in a region previously lacking a settled population. Drawn by new jobs, thousands of men, women, and children poured into the valley between 1591 and 1630, coming from more than 130 communities across northern Mesoamerica. The Motions Beneath is a social history of the encounter of these thousands of indigenous peoples representing ten linguistic groups. Using baptism and marriage records, Laurent Corbeil creates a demographic image of the town’s population. He studies two generations of highly mobile individuals, revealing their agency and subjectivity when facing colonial structures of exploitation on a daily basis. Corbeil’s study depicts the variety of paths on which indigenous peoples migrated north to build this diverse urban society. Breaking new ground by bridging stories of migration, labor relations, sexuality, legal culture, and identity construction, Corbeil challenges the assumption that urban indigenous communities were organized along ethnic lines. He posits instead that indigenous peoples developed extensive networks and organized themselves according to labor, trade, and social connections.
