In December 2018, VOX, a new party on the populist radical right, entered the Andalusian regional parliament, and played the role of kingmaker in the ensuing government formation discussions. Since then, under the leadership of Santiago Abascal, VOX has earned political representation in numerous local, regional and national elections. The party attracted more than 3.6 million votes in the November 2019 general election, making VOX the third largest party in the Spanish Congress. In two years, the party has become a key political challenger and an important player in Spanish politics. This book explains the origins of the party, its ideology and relationship with democracy, its appeal with voters, and its similarities with (and differences from) other populist radical right parties in Europe. It draws upon a rich source of domestic as well as cross-national survey data and a systematic analysis of party manifestos which provide a detailed account of the rise of VOX and what its emergence means for Spanish politics. Opinion polls confirm that the idea of holding a legally-binding referendum on independence is now supported by 80% of Catalans. Many commentators on nationalism in Western Europe had come to the conclusion that there was no serious threat to the established nation-states from secessionism within their borders. In The Identity of Nations (2007), Montserrat Guibernau wrote that decentralisation 'tames secessionism, both by offering significant power and resources to the national minorities it seeks to accommodate and by enticing regional political elites with the power, prestige and perks associated with devolution'. Scott Greer, in Nationalism and Self-Government (2007), wrote that 'secession seems unlikely' in the Catalan case because the regional political elites have too much to lose by such a move and are most concerned with winning further autonomy in specific areas that stabilise their own hold on regional power - a conclusion called into question by the recent radicalisation in Catalan politics and civil society. Causes for these striking changes in public sentiment include changes in the Catalan political landscape since 2003, problems of infrastructure, public apathy with the political process, disillusionment with the Spanish government, a rise in anti-Catalan feeling from other Spaniards (and a rise in anti-'Spanish' feeling among Catalans), the effects of the global financial crisis, and the bumpy ride experienced by Catalonia's new Statute of Autonomy. One notable change has been a shift in the dominant discourse of Catalan nationalism from concerns regarding language, culture and identity toward the political and economic welfare of Catalans. These political and economic discourses have overlaid rather than replaced cultural aspects. Book excerpt: Located in north eastern Spain, Catalonia has long displayed the attributes of a nation: distinct language and culture, separate social and political institutions, and a strong collective identity. At the same time, it is one of Spain's centres of economic dynamism and innovation. As such, it is an especially striking instance of what has come to be known as 'minority' or 'internal' nations within a larger political order. Even after the Franco dictatorship's systematic suppression of Catalan language and culture, the idea that the Catalan nation needed to have an independent state of its own remained at the margins of Catalan politics. Yet, in recent years Catalan independence has become: the formal objective of Catalonia's nationalist parties; the focus of a strongly mobilized social movement; and the primary option of as much as half of Catalonia's electorate. This drive to independence even led to a failed unilateral declaration of independence. How can this remarkable transformation best be explained and what does it portend for the future of Catalonia and Spain? This new edition seeks to answer these questions. At the same time, the book analyzes the proposal for an independent Catalan state while also showing how the Catalan question might be resolved within Spain, by creating a multinational federation. It also explains why there is little prospect of either project coming to pass. The book demonstrates the dangers and contradictions of a state nationalism that denies the very existence of internal nations, while also exploring the terms under which such nations can be accommodated within a larger political order. On this basis, it addresses a critical challenge to the political institutions of much of Europe and North America.
