It offers new understanding of the topic of cars and an issue of climate change, discussing the emerging phenomenon of convergence of fuel economy regulations; addressing the role of business actors in pushing for climate change action; proposing the new model of agency with and beyond states; and providing insightful case studies from Europe, Japan and the US. The opening chapter reviews the automobile industry and global climate change, providing a background for the discussion to follow. Chapter 2, Business Actors and Global Environmental Governance, grounds the discussion in the field of environmental governance. The third chapter is a case study examining the construction and timing of the European Union's climate policies for automobile CO2 emissions, discussing the underlying factors and the actors influencing the policies. The following chapter argues that Japan adopted its stringent fuel economy regulations primarily because of industry competitiveness, motivated by stringent environmental regulations in export markets and encouraged by a tradition of ‘co-regulation’ and ‘corporatism’ to enhance the regulations. Chapter 5 asks why the US, the first country to introduce fuel economy regulations, spent two decades in regulatory stagnation, and discusses how recent US fuel economy regulations came to converge with Japanese and European standards. Chapter 6 compares, contrasts and analyzes fuel economy regulations among the three case studies and identifies policy implications for the future climate governance for 2015 and beyond. The final chapter explores applicability of the ‘agency with and beyond the state’ model to other sectors and to climate governance as a whole.

Book excerpt: Inhaltsangabe:Abstract: The story of the automobile manufacturer production can not be told without the story of Henry Ford, who was one of the pioneers constructing his first horseless carriage in 1896. He incorporated the Ford Motor Company in 1903, proclaiming I will build a car for the great multitude . As predicted he did so in 1908 offering a Model T for $ 950. This model heralds the beginning of the motor age. The car evolved from a former luxury item for the well-to-do to essential transportation for the ordinary man. Ford also revolutionized automobile manufacturing, in 1914 the Ford plant used innovation production techniques and was able to turn out a complete chassis every 95 minutes. That was a revolution in the automobile manufacturing at the time, because the former production time took about 730 minutes to turn out a complete chassis! Ford achieved that fast production time by using a constantly moving assembly line, subdivision of labor, careful coordination of operations and he began to pay nearly double the wages offered by their competitors. His innovations made him an international celebrity in the industrial revolution and he was one of the first who thought about effective organization to achieve a higher productivity. Ford s methods that changed the automobile production were perhaps not mainly the introduction of the assembly line, his goal was also to constantly standardizing the use of craftsmen. That firstly resulted in a high product variety despite in fact that they had been made using the same drawing. Secondly a lot of time was spent in fitting the parts together. These facts influenced major loss in productivity and under such circumstances a real mass-production was not possible. But by standardizing components and developing work routines was the first scope for an assembly line approach. The target of our case study is to present and analyze the changes in companies organizations, applied to the example of BMW. The opening part will summarize the history of the working and organizing techniques in general. The middle part will focus on the changes in production organization in the automotive industry, followed by the last part analyzing new strategies in Sales & Marketing regarding the rebirth of MINI by the BMW Group. Book excerpt: Economic restructuring has been a notable feature of so-called mature industrial economies such as the UK and Australia in the last two decades, with deregulation, privatisation, technological change and globalisation combining to reshape such economies. Some industries have grown, while others have declined. Moreover, while overall employment in the UK and Australia has grown, many newly-created positions require skills not found in the industries shedding labour, or are in casualised and low paid occupations. Many lesser-skilled workers leaving declining industries are therefore at risk of long-term unemployment or leaving the workforce entirely. Both mental and physical health can be affected after redundancy. It is therefore crucial that the measures put in place in many domains of social policy (such as formal health policy, employment assistance, community development, housing assistance and so on) to adequately address the difficulties confronting this group. This volume takes a closer look at the impact of manufacturing - notably automotive - plant closures in the UK (Birmingham) and Australia (Adelaide) in recent years and policy responses to those closures. It attempts to tease out differences in policy response and effectiveness, and attempts to identify areas where policy could be made to work better in terms of adjusting to large scale manufacturing change and resulting job losses. In so doing, it begins, for the first time we believe, to take a comparative approach to understanding the impact of plant closures and policy responses. Book excerpt: Foreign direct investment (FDI) has grown dramatically and is now the largest and most stable source of private capital for developing countries and economies in transition, accounting for nearly 50 percent of all those flows. Meanwhile, the growing role of FDI in host countries has been accompanied by a change of attitude, from critical wariness toward multinational corporations to sometimes uncritical enthusiasm about their role in the development process. What are the most valuable benefits and opportunities that foreign firms have to offer? What risks and dangers do they pose? Beyond improving the micro and macroeconomic "fundamentals" in their own countries and building an investment-friendly environment, do authorities in host countries need a proactive (rather than passive) policy toward FDI? In one of the most comprehensive studies on FDI in two decades, Theodore Moran synthesizes evidence drawn from a wealth of case literature to assess policies toward FDI in developing countries and economies in transition. His focus is on investment promotion, domestic content mandates, export-performance requirements, joint-venture requirements, and technology-licensing mandates. The study demonstrates that there is indeed a large, energetic, and vital role for host authorities to play in designing policies toward FDI but that the needed actions differ substantially from conventional wisdom on the topic. Dr. Moran offers a pathbreaking agenda for host governments, aimed at maximizing the benefits they can obtain from FDI while minimizing the dangers, and suggests how they might best pursue this agenda.
