Download or read book Food trade policy and food price volatility written by Martin, Will and published by Intl Food Policy Res Inst. This book was released on 2024-05-13 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Food trade barriers in many countries are systematically adjusted to insulate domestic markets from world price changes—a response not predicted by traditional political economy models. In this study, policymakers are assumed to minimize the political costs associated with changing domestic prices and deviating from longer-run political-economy equilibria. Error correction techniques applied to domestic and world price data for rice and wheat collected to measure trade policy distortions allow estimation of policy response parameters. The results suggest that systematic short-run price insulation reduces shocks to domestic prices but sharply increases world price volatility and the costs of trade distortions. However, idiosyncratic domestic price shocks resulting from inefficient policy instruments such as quantitative restrictions increase domestic price volatility relative to the magnified volatility of world prices—frequently outweighing the stabilizing impacts of price insulation. This fundamentally changes our understanding of the impacts of price-insulation—from a zero-sum game where some countries reduce the volatility of their prices using beggar-thy-neighbor policies that raise price volatility elsewhere, into one where price volatility rises in most countries. National policy reforms to move away from discretionary, destabilizing policies could lower costs, reduce volatility in domestic and world prices, and facilitate reform of international trade rules.

Download or read book Sustaining Export Oriented Development written by Ross Garnaut and published by Cambridge University Press. This book was released on 1995-09-29 with total page 412 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1995, looks at the East Asian economies' post-war development and assesses the possibilities of transferring East Asian development elsewhere. Written and edited by economists, Sustaining Export-Oriented Development traces the changes in the thinking of policy makers and advisers about the policies required for economic development - especially the changed emphasis from import-substitution to outward-orientation which coincided with the East Asian economies' success. Several contributors focus on identifying the key factors in the growth of these dynamic economies. Others look at future constraints such as the environmental limits to growth and the sustainability of export growth in China. This book makes a significant contribution to the discussion of economic growth and development issues and will be of interest to those in economics, trade and aid, and others concerned with public policy.
Download or read book Institutions Transaction Costs and Environmental Policy written by Ray Challen and published by Edward Elgar Publishing. This book was released on 2000-01-01 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'This is an excellent piece of work, applying the economic theory of property rights and transaction costs to the complex policy problems associated with water use in irrigation. Challen examines the determination of transaction costs and the way they interact with a realistic specification of property rights. He thereby avoids the two main defects found in much work in this area: first, the use of a simplistic division of property rights schemes, for example one based on polar categories of private property and common property, defined to mean open access, and second, a tendency to use the category of transaction costs as an unexamined "black box".' - John Quiggin, James Cook University, Australia 'A most encouraging trend in economics concerns the careful and non-teleological study of institutions. From an era in which institutions were completely ignored, through an era in which it was thought that institutions were mere constraints on otherwise beneficent behavior in markets, through an era in which it was thought that the purpose of institutions was to promote economic efficiency, we now seem to be firmly in an era in which it is understood that institutions are the very bedrock of economic and social interaction. The analysis of institutions will fall into incoherence if we insist on seeing them as teleological rather than as instrumental. Once there, we must still understand the purposes that different individuals and collectivities ascribe to particular institutional set ups. In this careful book Ray Challen offers clear conceptual guidance to the study of economic institutions. He also shows us how one can undertake the analysis of institutional choice. The problem setting is water resources in eastern Australia. The lessons are profoundly international, and the approach is refreshingly promising.' - Daniel W. Bromley, University of Wisconsin-Madison, US Conventional economic analysis of property rights in natural resources is too narrow and restrictive to allow for effective comparisons between alternative institutional structures. In this book, a conceptual framework is developed for the analysis of these structures with illustrative application to the allocation of water resources.
