Book excerpt: The Central Austin Transit Study is a key component of the City's Austin Strategic Mobility Plan (ASMP), which established a critical need for major transit investment in Central Austin. The main focus of this study is to validate previous recommendations for a new rail transit option serving Central Austin. The study area was drawn from a compilation of these studies, with boundaries being approximately from the Mueller Redevelopment, through the central core of Austin (University of Texas, Capitol Complex, and the Central Business District) to the Austin-Bergstrom International Airport (ABIA). The Transit Study re-evaluates the various alternative routes, vehicles, and investment strategies (especially streetcar/urban rail) previously contemplated by this community.

Book excerpt: The City of Austin (City) identified a need for transit investment that would increase access to, and development of, Central Austin. An early finding of the City's concurrent Austin Strategic Mobility Plan (ASMP) identified rail transit within the Central Austin as a way to bridge a significant 'gap' in the transportation network. The City's recently completed Central Austin Transit Study (CATS) recommended Urban Rail as Austin's Locally Preferred Alternative (LPA) for a major transit investment. In order to adequately evaluate the potential effects of Urban Rail, the City has initiated an environmental study that documents baseline conditions, summarizes potential environmental constraints, and identifies items that need further consideration along the 16.5 mile Urban Rail system plan. This environmental study is a precursor to a formal National Environmental Policy Act (NEPA) study and is organized in compliance with the NEPA of 1969.
