Book excerpt: This document presents some key results from a CSIRO research project undertaken for Environment Australia to examine policy implications of greenhouse gas targets. The background to this work is: the observed increase in atmospheric CO2 over the industrial period; scientific assessments that this will cause significant climate change; the United Nations Framework Convention on Climate Change (FCCC), and the annual Conferences of parties (of the FCCC) in Berlin 1995, Geneva 1996 and Kyoto 1997. The aim of the project was to provide information for policymakers in the period prior to the Third Conference of Parties in Kyoto in December 1997, and prior to the release of IPCC Technical Paper 4. The present report summarizes the material that was produced by the CSIRO project, and updates the description with relevant references to Technical Paper 4, and the new context defined by the Kyoto Protocol. Additional information is given on the attribution of concentrations and radiative forcing, giving the partitioning of emissions between various groups of nations.

These climate drivers or "forcings" include variations in greenhouse gases, aerosols, land use, and the amount of energy Earth receives from the Sun. Although climate throughout Earth's history has varied from "snowball" conditions with global ice cover to "hothouse" conditions when glaciers all but disappeared, the climate over the past 10,000 years has been remarkably stable and favorable to human civilization. Increasing evidence points to a large human impact on global climate over the past century. The report reviews current knowledge of climate forcings and recommends critical research needed to improve understanding. Whereas emphasis to date has been on how these climate forcings affect global mean temperature, the report finds that regional variation and climate impacts other than temperature deserve increased attention.

Book excerpt: The social cost of carbon (SCC) for a given year is an estimate, in dollars, of the present discounted value of the damage caused by a 1-metric ton increase in CO2 emissions into the atmosphere in that year; or equivalently, the benefits of reducing CO2 emissions by the same amount in that given year. The SCC is intended to provide a comprehensive measure of the monetized value of the net damages from global climate change from an additional unit of CO2, including, but not limited to, changes in net agricultural productivity, energy use, human health effects, and property damages from increased flood risk. Federal agencies use the SCC to value the CO2 emissions impacts of various policies including emission and fuel economy standards for vehicles, regulations of industrial air pollutants from industrial manufacturing, emission standards for power plants and solid waste incineration, and appliance energy efficiency standards. There are significant challenges to estimating a dollar value that reflects all the physical, human, ecological, and economic impacts of climate change. Recognizing that the models and scientific data underlying the SCC estimates evolve and improve over time, the federal government made a commitment to provide regular updates to the estimates. To assist with future revisions of the SCC, the Interagency Working Group on the Social Cost of Carbon (IWG) requested the National Academies of Sciences, Engineering, and Medicine complete a study that assessed the merits and challenges of a limited near-term update to the SCC and of a comprehensive update of the SCC to ensure that the estimates reflect the best available science. This interim report focuses on near-term updates to the SCC estimates.

Book excerpt: As climate has warmed over recent years, a new pattern of more frequent and more intense weather events has unfolded across the globe. Climate models simulate such changes in extreme events, and some of the reasons for the changes are well understood. Warming increases the likelihood of extremely hot days and nights, favors increased atmospheric moisture that may result in more frequent heavy rainfall and snowfall, and leads to evaporation that can exacerbate droughts. Even with evidence of these broad trends, scientists cautioned in the past that individual weather events couldn't be attributed to climate change. Now, with advances in understanding the climate science behind extreme events and the science of extreme event attribution, such blanket statements may not be accurate. The relatively young science of extreme event attribution seeks to tease out the influence of human-cause climate change from other factors, such as natural sources of variability like El Niño, as contributors to individual extreme events. Event attribution can answer questions about how much climate change influenced the probability or intensity of a specific type of weather event. As event attribution capabilities improve, they could help inform choices about assessing and managing risk, and in guiding climate adaptation strategies. This report examines the current state of science of extreme weather attribution, and identifies ways to move the science forward to improve attribution capabilities.

One way to inform these choices is to consider the projected climate changes and impacts that would occur if greenhouse gases in the atmosphere were stabilized at a particular concentration level. The book quantifies the outcomes of different stabilization targets for greenhouse gas concentrations using analyses and information drawn from the scientific literature. Although it does not recommend or justify any particular stabilization target, it does provide important scientific insights about the relationships among emissions, greenhouse gas concentrations, temperatures, and impacts. This possibility is beginning to be considered by the futurists, including the Intergovernmental Panel on Climate Change (IPCC), under the aegis of the UN, then a university report synthesis and evaluation that a large and abrupt changes may jeopardize all or part of humanity, biodiversity or societies and ecosystems to adapt capacities. The large press is gradually echoed, referring to the international climate negotiations "more difficult than on nuclear disarmament" and risking "the future of humanity". Tens of thousands of deaths are attributed to heat waves. Floods are expected to increase. The Arctic is warming faster than other European regions, resulting in a doubling of melting of the Greenland ice cap. The sea has risen, with local isostatic variations. Impacts are expected on the flora (flowering, tree diseases..., but also on wildlife: zoonoses, range change) and diseases (ticks, some mosquitoes and sandflies go back further north and at altitude). The pollen season is longer. The plankton is changing and - outside marine environments - the migration/adaptation speed of many species is insufficient compared to the speed of biological and geoclimatic disturbances, which aggravates the risk of extinction. Agricultural yields are expected to decrease to the south and perhaps increase to the north. The reality of risk and the phenomenon is now almost consensus. Faced with the problem, three approaches complement each other: fight against greenhouse gas emissions, carbon sinks, and adaptation.

Available in PDF, EPUB and Kindle. Book excerpt: A change in the atmospheric inventory of a greenhouse gas produces a radiative forcing on the atmosphere which results in climatic change. Thus to understand climate change resulting from perturbations to atmospheric greenhouse gas concentrations it is necessary to quantify the radiative forcing. Here, radiative forcings are presented for large changes in atmospheric CO2, CH4, and N2O in the modern atmosphere and large changes in atmospheric CO2, CH4 and 18 other gases for the Archean atmosphere. For the modern Earth, I present new calculations of radiative forcing at very high concentrations of CO2, CH4, and N2O, relevant to extreme anthropogenic climate change and paleoclimate studies. CO2 forcing is calculated over the range 100 ppmv to 50,000 ppmv. CH4, and N2O forcings are calculated over the range 100 ppbv to 100 ppmv. The sensitivity of these calculations to spatial averaging and tropopause definition are examined. I compare our results with the ``simplified expressions'' reported by IPCC, and find significant differences at high greenhouse gas concentrations. I provide new simplified expressions which agree much better with the calculated forcings, and suggest that these expressions be used in place of the IPCC expressions. Additionally, I provide meridionally resolved forcings which may be used to force simple and intermediate complexity climate models. For the Archean Earth, I present new calculations of radiative forcing for CO2 (10^-6 - 1 bar), CH4 (500 ppbv - 10,000 ppmv) and 18 other gases (10 ppbv - 10 ppmv). I aim to provide a set of radiative forcing and overlap calculations which can be used as a standard for comparisons. Radiative forcings are calculated for atmospheres with various N2 inventories (0.5, 1, and 2 bar). The effect of overlap and atmospheric pressure on radiative forcing are examined. The CO2 radiative forcings are consistent with previous work, however, I find significantly more shortwave absorption by CH4 than previously reported which may limit warming above 100 ppmv. For the 18 other gases, I find that significant radiative forcings result from low concentrations (
