Book excerpt: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

Book excerpt: "This publication provides a summary of Aboriginal and Torres Strait Islander child oral health using information collected from three data sources: the Child Dental Health Survey, the Aboriginal and Torres Strait Islander Children and Receipt of Hospital Dental Care Investigation and the Study of Aboriginal and Torres Strait Islander Child Oral Health in Remote Communities. The main points of interest are as follows: A higher percentage of Aboriginal and Torres Strait Islander children had experienced dental caries than other Australian children at all ages between 4 and 14 years ; Throughout the states and territories observed, Aboriginal and Torres Strait Islander children had consistently higher levels of dental caries (decay) in the deciduous and permanent dentition than their non-Aboriginal and Torres Strait Islander counterparts ; Aboriginal and Torres Strait Islander children most affected were those in socially disadvantaged groups and those living in rural/remote areas ; Trends in Aboriginal and Torres Strait Islander child caries prevalence indicate that dental caries levels are rising, particularly in the deciduous dentition ; Aboriginal and Torres Strait Islander children aged

A healthy mouth enables people to eat, speak and socialise without pain, discomfort or embarrassment.1 The impact of oral disease on people's every day lives is subtle and pervasive, influencing eating, sleep, work and social roles. The prevalence and recurrences of these impacts constitutes a silent epidemic. Dental caries is the second most costly diet-related disease in Australia, with an economic impact comparable with that of heart disease and diabetes (AHMAC 2001). Approximately $3.7 billion was spent on dental services in the year 2001-02, representing 5.4 percent of total health expenditure (AIHW 2003a). Despite significant improvements in the oral health of children in the last 20-30 years, there are persistent high levels of oral disease and disability among Australian adults (AIHW 2002a). Poor oral health in this country is most evident among Aboriginal and Torres Strait Islander peoples, people on low incomes, rural and remote populations, and some immigrant groups from non-English speaking background, particularly refugees (AHMAC 2001)." -- Executive summary.
