Book excerpt: Researchers have investigated the impact of teacher education and experience on child care quality; however, findings have been inconsistent. This study used archived data originating from Pennsylvania's Keystone STARS program. The sample included 617 infant or toddler classrooms with 1356 teachers and 887 preschool classrooms with 1915 teachers. Data assessed the threshold of teacher experience, education, and program characteristics that contributed to classroom quality as measured on Environment Rating Scales (ERS). Grounded in the educational theories of Bloom, Froebel, and Pestalozzi, this nonexperimental correlational study used hierarchical linear modeling (HLM) as the analysis method. HLM was used to determine relationships between staff educational qualifications, years of teaching experience, and the presence or absence of specialized programming such as Head Start, state prek, or national accreditation. Results indicated that the level of teacher education and degree major as well as the presence of specialized programming had a significant positive effect on classroom quality. Findings indicated that a teacher's years of experience had little impact on classroom quality. This study may contribute to the existing literature and provide evidence relating to the threshold of teacher education necessary for quality child care. Requiring early childhood teachers to have at least an AA degree, with early childhood coursework, could lead to positive social change by providing young children with teachers who understand child development and can scaffold experiences in order to help children reach their potential.

Book excerpt: With data from the NCEDL Multi-State Pre-Kindergarten Study, the relationship between the characteristics of program, classroom, and teachers and classroom quality was examined in this study. Classroom quality was measured by the Classroom Assessment Scoring System and the Emerging Academics Snapshot. The sample consisted of 227 pre-k teachers in state-funded programs from six states. The percentage of children from low-income families in the classroom and the number of children with limited English proficiency (the only two predictive variables that described children's characteristics) were found to be statistically significant predictors of classroom process quality. These findings were discussed with regard to the need for more in-depth thinking about research on the relationship of structural quality and process quality in early childhood classrooms. The Snapshot was eliminated from the analyses because of low means and limited variances. In contrast to some literature, teacher qualification variables were not statistically significant predictors in this study. This was discussed with regard to the need for consistent definitions and measures of teacher qualifications and teacher training.

Book excerpt: The Training of Trainers (ToT) Evaluation investigated the efficacy of the High/Scope model for improving the quality of early childhood programs on a national scale. To address this question, the High/Scope Foundation undertook a multimethod evaluation that collected anecdotal records from the consultants and 793 participants in 40 ToT projects, surveyed a random sample of 203 endorsed trainers around the country, interviewed and observed highly qualified teachers in 244 High/Scope and 122 non-High/Scope settings, and assessed 97 children in High/Scope and 103 in comparison programs. In addition to the particular question about High/Scope's effectiveness in doing training, the study also addressed broader questions about the role of inservice training in improving early childhood program quality and enhancing young children's development. Some of the results of the study include the following: (1) High/Scope training is effective, and evidence indicated that inservice training contributes significantly to program quality and children's development; (2) although both High/Scope and comparison settings offered high-quality programs, there were significant differences. High/Scope programs were better than comparison programs at organizing the environment, encouraging independent thought and action, and using adult-child interaction to promote reasoning and language skills; (3) teachers' formal education, inservice training, and experience were all significant predictors of program quality.
