For the past twenty years, however, scholars under the umbrella of the Johns Hopkins Comparative Nonprofit Sector Project have worked with statisticians to assemble the first comprehensive, empirical picture of the size, structure, financing, and role of this increasingly important part of modern life. What accounts for the enormous cross-national variations in the size and contours of the civil society sector around the world? Drawing on the project’s data, Lester M. Salamon, S. Wojciech Sokolowski, Megan A. Business leaders might maximize their profits at the expense of the business or its customers, and government officials might use their power for their own gain, but CSOs depend on their good reputations and performance in order to mobilize resources. They have fewer opportunities to convert resources into self-interested uses. Recent experience suggests, however, that civil society leaders can also be guilty of self-interested behavior, even though the rewards may be less dramatic than they are in other sectors. This is especially a concern as CSOs become more influential in national and international affairs. Without legitimacy in the eyes of the public and other key actors, CSOs cannot effectively function in the transnational arena. Civil society expert L. David Brown provides approaches to assessing and enhancing the legitimacy and accountability of CSOs, allowing them to reach their full potential in contributions to governance and problem-solving. Book excerpt: A historic shift has occurred in the organizational structures through which the lower classes in Latin America express voice and find political representation. With the political and economic reforms of the 1980s and 1990s, networks of community-based associations and nongovernmental organizations replaced party-affiliated labor unions as the predominant organizations to which the lower classes turned. This volume examines the new “interest regime” in Argentina, Chile, Peru, and Venezuela through two extensive surveys—one of individuals and one of associations—undertaken in those nations’ capital cities. Contrary to common perceptions, the new interest regime is neither a vibrant, autonomous civil society nor a set of weak, atomized organizations. Participation in associations is generally high, compared to “direct action” as a strategy for pursuing collective interests, and associations more frequently coordinate and engage the state than has sometimes been assumed. However, various forms of interaction with the state pose a classic trade-off between representation and state control, and the new interest regime is marked by representational distortion, in that the lower classes are less likely to use the new structures than the middle classes. Within these general patterns, distinct national models are emerging. This volume represents the most ambitious and systematic effort to date to examine individual participation and associational life in Latin America and to carry out a cross-national analysis of new forms of political representation.

Book excerpt: Following the 2015 General Election, the Government announced that it was seeking to extend the Right to Buy to tenants of housing associations. This policy, alongside others such as the 1 per cent reduction in social rents and a 'pay to stay' model which would charge differential rents according to tenant income, was likely to have a significant impact on housing associations. We therefore wanted to explore how their work and the services they provide might change, and what the impact might be for the wider social housing sector and the provision of affordable homes. Shortly after our investigations began, a deal to implement the extended Right to Buy on a voluntary basis was reached between the National Housing Federation and the Government. We recognise that the voluntary deal is a way of delivering a key policy from the Government's Manifesto whilst maintaining the independence of housing associations. However there remains much uncertainty in the wording of the agreement, for example regarding whether associations which voted against it are bound by its terms and the extent of the discretion to decline sales. The extended Right to Buy is designed to increase home ownership and increase housing supply. We support these aspirations and the principle of giving people the opportunity to buy their own home. Despite this, we feel that there are unresolved issues and remain concerned that the Government's policies could have a detrimental effect on the provision of accessible and affordable housing across all tenures, particularly affordable rented. We are also concerned that the extended Right to Buy could hinder the provision of specialist and supported housing schemes. Maintaining and protecting the provision of affordable housing in rural areas is also an issue that we believe needs to be addressed in order to protect our rural communities. The terms of the voluntary agreement allow for portable discounts to be offered in place of certain properties, but it remains unclear how this would operate.
