Book excerpt: 1.1 Organisation and aims This International Seminar, organised jointly by the Com mission of the European Communities and the United States authorities (Occupational Safety and Health Administration and the National Institute for Occupational Safety and Health) has brought together more than 150 participants from the Member States of the European Community, from the United States, and also from Greece, Finland, Sweden and Switzer land. The aim of the Seminar was to examine the roles of ambient and biological monitoring in protecting the health of workers exposed to toxic agents and to define a multidisciplinary approach to this monitoring. To achieve this aim expertise from the following disciplines, directly or indirectly involved with monitoring, was called upon: medicine, industrial hygiene, nursing, biology, engi neering, chemistry, epidemiology, statistics, economics and jurisprudence, and representatives from trade unions, indus try and government agencies. The difference in concepts that each of these disciplines has of monitoring and of its role in the team is fully reflected in the papers. 1.2 Current trends in occupational health and hygiene (as related to monitoring).

Book excerpt: Toxicity testing in laboratory animals provides much of the information used by the Environmental Protection Agency (EPA) to assess the hazards and risks associated with exposure to environmental agents that might harm public health or the environment. The data are used to establish maximum acceptable concentrations of environmental agents in drinking water, set permissible limits of exposure of workers, define labeling requirements, establish tolerances for pesticides residues on food, and set other kinds of limits on the basis of risk assessment. Because the number of regulations that require toxicity testing is growing, EPA called for a comprehensive review of established and emerging toxicity-testing methods and strategies. This interim report reviews current toxicity-testing methods and strategies and near-term improvements in toxicity-testing approaches proposed by EPA and others. It identifies several recurring themes and questions in the various reports reviewed. The final report will present a long-range vision and strategic plan to advance the practices of toxicity testing and human health assessment of environmental contaminants.

The Army must ensure that the chemical demilitarization workforce is protected from the risks of exposure to hazardous chemicals during disposal operations and during and after facility closure. Good industrial practices developed in the chemical and nuclear energy industries and other operations that involve the processing of hazardous materials include workplace monitoring of hazardous species and a systematic occupational health program for monitoring workers' activities and health. In this report, the National Research Council Committee on Review and Evaluation of the Army Chemical Stockpile Disposal Program examines the methods and systems used at JACADS and TOCDF, the two operational facilities, to monitor the concentrations of airborne and condensed-phase chemical agents, agent breakdown products, and other substances of concern. The committee also reviews the occupational health programs at these sites, including their industrial hygiene and occupational medicine components. Finally, it evaluates the nature, quality, and utility of records of workplace chemical monitoring and occupational health programs.
